Deadly attack on Kostiantynivka, petition to veto law on declarations: highlights
Russian troops hit Kostiantynivka, killing at least 17 people, the United States is transferring depleted uranium ammunition to Ukraine, and a petition calling for the veto of the declaration law gained votes in a record three hours.
Depleted uranium munitions for Ukraine
U.S. Secretary of State Antony Blinken announces a new U.S. aid package for Ukraine worth more than $1 billion. In particular, it includes $665 million for civilian security.
Of this, $175 million is to be spent on weapons. The Pentagon has already officially announced that within this amount, Ukraine will receive depleted uranium ammunition for Abrams tanks.
Politico wrote that the decision to provide Ukraine with depleted uranium munitions was made after months of debate. Such shells are expected to be highly effective against Russian tanks.
Blinken's arrival
U.S. Secretary of State Antony Blinken arrived in Kyiv on a working visit. Together with Foreign Minister Dmytro Kuleba, they honored the fallen defenders at the Berkovetske cemetery.
The vicissitudes of the law on declarations
The CHESNO civic movement reported that MPs from the Servant of the People faction gave only 50% of the votes for an amendment to the draft law on the restoration of e-declarations to open the registers immediately. Due to the lack of votes, this amendment failed.
President Volodymyr Zelenskyy said that he would decide whether to sign the declaration law only after consultations.
Subsequently, a petition calling on Zelenskyy to veto the declaration law passed by parliament gained 25,000 votes in a record three hours. The signatories ask that the law be returned to parliament for revision.
Approval of personnel rotations
MPs voted to appoint a new Minister of Defense of Ukraine — the former head of the State Property Fund, Rustem Umerov.
The Rada also appointed Pavlo Kyrylenko, the former head of the Donetsk Oblast Military Administration, as the head of the Antimonopoly Committee of Ukraine, replacing Olha Pishchanska, who resigned amid recent personnel rotations in the government. She was offered to head the State Property Fund of Ukraine, but, according to MPs, Pishchanska refused the new position.
Deadly strike on Kostiantynivka
During the day, Russian troops struck the central market in the city of Konstantinovka, Donetsk Oblast. After the rescue and search operations were completed, 17 people were reported dead. At least 32 people are also wounded.
Night attack
At night, Russian troops launched 33 air strikes at Ukraine. The occupiers tried to attack with air- and ground-launched missiles and attack drones. The downing of these weapons was reported in Kyiv and Odesa oblasts.
In particular, the Russians attacked Izmail district of Odesa Oblast with drones for almost three hours. An employee of an agricultural enterprise was seriously injured and later died in hospital. Destruction and fires were reported in several settlements.
Fall of drone wreckage in Romania
Romanian Defense Minister Angel Tilvar confirmed that parts of a Russian drone fell on Romanian territory after the drone targeted a Ukrainian port. Earlier this week, the Romanian Defense Ministry and the country's president denied this information.
Tilvar took responsibility for the president's statement that the Russian drones did not reach Romanian territory. He said that it was he who informed the president about this. But later, the minister confirmed that parts of a Russian drone had fallen, although it is not known whether they are related to the attack that Ukraine is talking about.
