At night, Russians massively attacked Kyiv with drones: debris fell on high—rise buildings, people were injured; the Ukrainian parliament supported the bill on medical cannabis in the first reading. Here are the main news stories for today.
Attack on Kyiv
At night, Russian occupation forces launched another massive attack on the capital of Ukraine with Iranian drones. According to Serhiy Popko, head of the Kyiv City Military Administration, fragments fell in Darnytskyi, Solomianskyi, Shevchenkivskyi, Obolonskyi, and Podilskyi districts of the city.
Preliminary reports indicate there is damage to residential buildings. Two people were injured in the Darnytskyi district: A 19-year-old girl and a 23-year-old man were hospitalized with shrapnel wounds. The State Emergency Service clarified that they were injured as a result of damage to the facade of a 25-story residential building on the 24th floor.
Air defense forces destroyed all 20 Shahed suicide drones that attacked Ukraine at night. They also destroyed two missiles.
First reading of bill on medical cannabis
The Verkhovna Rada voted in the first reading for a bill to legalize medical cannabis in Ukraine. The draft law was supported by 268 MPs. For the bill to come into force, the lawmakers still have to pass it in the second reading (before that, it can be finalized), and then send it to the president for signature.
Cluster munitions are already in Ukraine
Tavria grouping commander General Oleksandr Tarnavskyi confirmed that the United States has already delivered cluster munitions to Ukraine. According to him, the Russians also realize that with this ammunition, Ukrainian troops will have an advantage. Therefore, in the general's opinion, the occupiers "will give up that part of the terrain where it is possible to use this."
Ukraine's top leadership will decide on the areas of the front where cluster munitions can be used, Tarnavskyi added, noting that "this is a very powerful weapon."
The general emphasized that these munitions are prohibited for use in densely populated areas, even if they are occupied by Russian troops. The United States claimed to have received written guarantees from Ukraine that the Ukrainian Armed Forces would not use cluster munitions in areas with civilian populations.
Train accident
On the evening of July 12, a car drove onto a railroad track in Chernihiv Oblast despite prohibiting signals and was hit by a train. As a result, three people, including a child, were killed.
The state rail transport company Ukrzaliznytsia claims that the driver of the car ignored traffic rules and continued to drive across the railroad crossing despite the prohibitive light and sound signals. As a result, the car collided with a suburban train traveling on the Chernihiv-Nizhyn route.
On the morning of July 13, a 3-year-old girl who was the only survivor of a train accident in Chernihiv Oblast died in hospital.

On the morning of July 13, Russian troops launched an artillery attack on the village of Mykilske in Kherson Oblast, killing an elderly woman. In the evening, the village of Dudchany came under Russian fire, injuring an elderly man.
During the day, Russian troops shelled Orikhiv, Verkhnya Tersa and Malokaterinivka in Zaporizhzhya Oblast. There is one fatality and numerous people wounded.
Also, at about 12:30 PM, Russians attacked the Velykopysarivska community in Sumy Oblast from the Russian territory. A 60-year-old resident of Popivka died as a result of mortar shelling on the grounds of his own household.
