Stabilization in Kherson Oblast, ongoing de-occupation: highlights of the day
Stabilization measures are actively continuing in Kherson Oblast, and the Ukrainian military continues to liberate territories. We have collected the main news from today.
How the west bank of Kherson Oblast lives
Ukrainian troops have already de-occupied 179 settlements on the west bank of the Dnipro River covering more than 4,500 square kilometers. The authorities urge residents of the de-occupied settlements to leave for safer regions due to the high risk of shelling.
On November 13, mobile communication was restored in Kherson and Snihurivka of Mykolaiv Oblast: LTE from Kyivstar is already working there. Gas supply is being restored in the de-occupied part of Kherson.
Regional authorities ask residents of Kherson not to visit the city center on November 14, due to the planned demining activities. Information about the alleged distribution of humanitarian aid at this time is false.
The American Institute for the Study of War writes that the withdrawal of Russian troops from Kherson is fueling an ideological split between figures who publicly supported the war and Russian President Vladimir Putin. The flight from the regional center has undermined confidence in Putin's ability to deliver on his military promises.
Regaining control over a village in Luhansk Oblast
The Ukrainian Armed Forces have regained control over the village of Makiyivka, Luhansk Oblast, located less than 40 kilometers from Svatove, the Luhansk Regional Military Administration reported, attaching a video showing Ukrainian troops on the eastern outskirts of the village.
Emergency power cuts
On November 13, Ukrenergo introduced emergency power cuts in Kyiv, Kyiv, Cherkasy, Chernihiv, Zhytomyr, Kharkiv, Poltava and Sumy oblasts. No blackouts are expected in other regions. Ukrenergo assures that power engineers are working around the clock to restore damaged power facilities.

Russians are moving columns from Tokmak to Melitopol, Zaporizhzhya Oblast. Fortifications are being built around the city, and civilians are banned from approaching the airfield. Another replenishment from among the mobilized Russian citizens also arrived in Melitopol.
