The author of the petition, Anna Lytovchenko, explains that it's important to award Roman Ratushnyi with the title of the Hero of Ukraine because Roman became a symbol of the generation that grew up during the Revolution of Dignity and the Russian-Ukrainian war. Roman took an active part in the Revolution of Dignity, opposed to the development of the recreational area Protasiv Yar in Kyiv. After the start of a full-scale war, he joined the defense of Ukraine.

From the first day of the full-scale invasion, Roman joined the defense of Ukraine. At first, he took part in the battles near Kyiv. Then as a member of the 93rd Independent Kholodnyi Yar Mechanized Brigade, he took part in the liberation of Trostianets in Sumy Oblast and fought near Izium in Kharkiv Oblast. He served in the intelligence department of the 2nd motorized infantry battalion. Roman died on June 9 in the battle near Izium at the age of 24.
Ratushnyi was one of the students attacked by security forces on Maidan Nezalezhnosti in 2013. Later, he headed the "Protect Protasiv Yar" initiative, which opposed the development of the recreational zone in Kyiv: the developer from Dnipro "Daytona Group" planned to construct three high-rise buildings on the site of the green zone. This company is associated with a former official of the city of Dnipro Hennadii Korban.
In November 2019, Roman Ratushnyi said that the developer was threatening him, so Roman was forced to hide. With this statement, he addressed the President and the Prosecutor General.
Kyiv Mayor Vitalii Klitschko promised to leave Protasiv Yar as a green zone during RomanRatushnyi funerals. And on July 14, the Kyiv City Council supported the creation of the Protasiv Yar landscape reserve.
Last year, Ratushnyi was charged with participation in a protest outside the President's Office on March 20, demanding the release of convicted Ukrainian activist Serhii Sternenko. Then the participants of the rally threw fireworks into the building, set fire to the sign "President of Ukraine," and broke the glass of one of the doors of the Presidential Office building.
