Russia to declare victory over Ukraine and NATO on February 24 — intelligence

Russia is preparing to declare victory in the war against Ukraine and NATO on the anniversary of the full-scale invasion on February 24, reported the Main Intelligence Directorate of the Ukrainian Ministry of Defense.

The declaration of victory over NATO is part of a long-standing Russian propaganda narrative that portrays the conflict in Ukraine as a war against the Alliance.

Russian intelligence services and propagandists plan to leverage the United States' efforts to end the war, including the bilateral meeting between U.S. and Russian delegations in Saudi Arabia, as part of their information-psychological campaigns.

The intelligence report also reveals that Russian propagandists have been instructed to intensify efforts to sow discord within Ukrainian society, destabilize the internal situation, and discredit Ukraine among its partners. They will spread narratives such as:

  • "The West has betrayed Ukraine"
  • "The opinions of Europeans and Ukrainians do not matter to Moscow or Washington"
  • "The U.S. and Russia have made deals behind Ukraine's back"
  • "The Ukrainian government is illegitimate"
  • "The Ukrainian army is losing on the front"
  • "Corrupt Ukrainian officials are stealing billions in U.S. aid"

These efforts aim to portray Russia as the "constructive side" in the conflict, ostensibly ready for a peaceful resolution, while depicting European countries continuing to support Ukraine as "enemies of peace," according to Ukraine’s Defense Intelligence.
