President Zelensky shares a draft of a 20-point Ukraine’s Peace Plan

At a meeting with the Ukrainian media, President Volodymyr Zelensky presented a draft of a 20-point framework document between the US, Europe, Ukraine, and Russia on ending the war.

He said that Kyiv is awaiting a response from Russia to understand the next steps and possible timeframes for certain decisions.

Ukraine is also ready to meet with the US at the leadership level to “resolve sensitive issues.” In particular, territorial issues should be solved in this format, Zelensky believes.

He added that this 20-point framework document “has undergone a significant evolution,” as it began with a 28-point American peace proposal.

“There were many different rumors and a lot of work, many meetings and hours of talks. As a result, we have this document today, which looks like this — it is a draft. It has not yet been agreed upon by the parties, but it already presents some logical steps on how to end the war,” the president added.

Points included in the document  

Point 1. Ukraine's sovereignty will be reaffirmed. The document states that Ukraine is a sovereign state, and all signatories to the agreement confirm this with their signatures.

Point 2. This document constitutes a comprehensive and unconditional non-aggression agreement between Russia and Ukraine. To support long-term peace, a mechanism will be created to monitor the line of contact using unmanned aerial surveillance, as well as an early warning system for violations.

Point 3. Ukraine will receive strong security guarantees.

Point 4. The size of the Ukrainian Armed Forces will remain at 800,000 in peacetime.

Point 5. The US, NATO, and European signatory states will provide Ukraine with security guarantees that mirror Article 5, including the following subpoints:

  1. If Russia invades Ukraine, in addition to a coordinated military response, all global sanctions against Russia will be reinstated.
  2. If Ukraine invades Russia or opens fire on Russian territory without provocation, the security guarantees will be considered invalid. If Russia opens fire on Ukraine, the security guarantees will come into force.
  3. The US will receive compensation for security guarantees. However, this point has been deleted for now because, as Zelensky says, Ukraine does not understand what it means, and this issue will be discussed.
  4. Bilateral security guarantees are not excluded under this agreement. This refers to the possibility of bilateral agreements between Ukraine and 30 countries.

Point 6. Russia will enshrine its policy of non-aggression towards Europe and Ukraine in all necessary laws and ratification documents, including ratification by an overwhelming majority in the State Duma (US proposal).

Point 7. Ukraine will become a member of the European Union by a specific date and will also receive short-term privileged access to the European market. At the same time, the exact dates for Ukraine's accession to the EU are currently the subject of bilateral discussions between the US and Ukraine.

Point 8. A global development package for Ukraine will be approved (to be specified in a separate agreement on investment and future prosperity). It will include:

  1. The creation of a Ukraine Development Fund to invest in fast-growing sectors (technology, data centers, AI).
  2. The US and its companies will cooperate with Ukraine and jointly invest in the restoration, modernization, and operation of Ukraine's gas infrastructure.
  3. Joint efforts will be made to reconstruct war-affected areas with the aim of restoring, reconstructing, and modernizing cities and residential areas.
  4. Infrastructure development.
  5. Extraction of minerals and natural resources.
  6. The World Bank will prepare a special financing package to provide funding to accelerate these efforts.
  7. A high-level working group will be established, including the appointment of a leading global financial leader as prosperity administrator to organize the implementation of the strategic recovery plan and maximize opportunities for future prosperity.

Point 9. Several funds will be created to address issues related to the recovery of the Ukrainian economy, the reconstruction of damaged areas and regions, and humanitarian issues. The goal is to raise $800 billion through equity capital, grants, debt obligations, and private sector contributions to help Ukraine fully realize its potential.

  1. The US and European countries will establish a capital and grant fund with a target size of $200 billion for transparent and effective investment in Ukraine.
  2. A wide range of capital investments and other financial instruments will be used for Ukraine's post-war reconstruction. Global reconstruction institutions will use mechanisms to strengthen and facilitate these efforts.
  3. Ukraine will implement the best international standards to attract foreign direct investment.
  4. Ukraine reserves the right to compensation for damages incurred.

Point 10. After signing this agreement, Ukraine will accelerate the process of concluding a free trade agreement with the US. At the same time, the US wants parity in the FTA for both Ukrainians and Russians.

Point 11. Ukraine confirms that it will remain a non-nuclear state, in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.

Point 12. The Zaporizhzhya Nuclear Power Plant will be operated jointly by three countries: Ukraine, the US, and Russia. The US proposes to divide control equally, with the Americans acting as the chief manager of this joint venture. The Ukrainian proposal is different: the Zaporizhzhia power plant will be a joint venture between the US and Ukraine on a 50-50 basis. However, Ukraine will receive 50% of the electricity produced, and the US will receive the other 50%, which it will distribute as it sees fit.

Point 13. Both countries undertake to implement educational programs in schools and throughout society that promote understanding and tolerance of different cultures and eliminate racism and prejudice. Ukraine will introduce EU rules on religious tolerance and the protection of minority languages.

Point 14 — Territories.

The Russian Federation shall withdraw its troops from the Dnipropetrovsk, Mykolaiv, Sumy, and Kharkiv regions for this agreement to take effect.

Option A: In the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions, the line of troop deployment as of the date of this agreement is the de facto recognized line of contact. The working group will meet to determine the movement of forces necessary to cease hostilities, as well as to determine the parameters of potential future special economic zones.

Option B: A potential free economic zone in the Donbas region is being discussed. Ukraine is ready to hold a referendum in the territories under its control to approve it. However, the vote will be on the entire agreement, not just the clause on the free economic zone. If the decision is approved, a separate agreement will be concluded between Ukraine, the United States, and Russia, which will determine the status of the special economic zone.

Point 15: After agreeing on future territorial arrangements, both Russia and Ukraine undertake not to change these arrangements by force.

​Point 16: Russia will not prevent Ukraine from using the Dnipro River and the Black Sea for commercial purposes. A separate maritime agreement and access agreement will be concluded, covering freedom of navigation and transport. The Kinburn Spit will be demilitarized.

​Point 17: A humanitarian committee will be established to resolve the following issues.

  1. ​All prisoners of war, including those convicted by the Russian system since 2014, will be exchanged on an all-for-all basis.
  2. All civilian detainees and hostages, including children and political prisoners, will be returned.
  3. Measures will be taken to address the problems and suffering of war victims.

Point 18: Ukraine must hold elections as soon as possible after signing the agreement. First, presidential elections: Verkhovna Rada (the Ukrainian Parliament) must develop and vote on a mechanism for holding the elections before the martial law restrictions are lifted. Then, parliamentary and local elections.

Point 19: This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, chaired by President Trump. Ukraine, Europe, NATO, Russia, and the United States will be part of this mechanism. Sanctions will be imposed for violations.

Point 20: Once all parties agree to this agreement, a complete ceasefire will take effect immediately.
