Ukraine identifies 8 Russian officers behind deadly Palm Sunday 2025 strike on Sumy

Ukraine has identified eight senior Russian military officers suspected of ordering the missile strike on Sumy on April 13, 2025 — Palm Sunday — that killed 35 civilians, including two children, and wounded 125 others, including 22 children, Prosecutor General Ruslan Kravchenko reported.

The strike destroyed more than 70 buildings, 36 cars and a bus, causing material damage estimated at about 200 million hryvnias ($4.6 million).

According to the investigation, the order to attack was initiated and issued by Colonel-General Aleksey Kim and Colonel Vasily Solovyov. Preparation and coordination were carried out by Vice Admiral Sergey Pinchuk, Colonel Aleksandr Kisedobiev, Rear Admiral Aleksey Petrushin and Colonel Anatoly Gorodetsky. Direct orders to launch the missiles were given by Colonels Roman Polushin and Sergey Ponomaryov.

All eight Russians have been charged in absentia under Part 2 of Article 438 of the Criminal Code of Ukraine — committing war crimes by prior conspiracy of a group of persons that resulted in death.

The suspects were identified jointly by prosecutors from the Sumy Oblast Prosecutor’s Office, the Security Service of Ukraine and representatives of the international organization Global Rights Compliance.
