Ukraine shares text of US economic memorandum

The Ukrainian government published the text of a memorandum of intent signed with the United States, aimed at finalizing an economic partnership agreement and establishing a reconstruction investment fund, according to the Cabinet of Ministers’ website.

Titled “Memorandum of Intent between the Government of the United States of America and the Government of Ukraine to Finalize Formal Agreement on Economic Partnership and Reconstruction Investment Fund,” the document highlights U.S. financial and material support to Ukraine since Russia’s full-scale invasion began in February 2022.

It expresses a shared goal to invest in a free, sovereign, and secure Ukraine through the creation of a reconstruction fund as part of the economic partnership.

The memorandum notes Ukraine’s contribution to global peace and security by voluntarily giving up the world’s third-largest nuclear arsenal. It also underscores Ukraine’s intent to avoid conflicts while developing the agreement, in line with its European Union accession process and other obligations.

Ukrainian Prime Minister Denys Shmyhal is expected to visit Washington during the week of April 21 to meet U.S. Treasury Secretary Scott Bessent and finalize the agreement’s text. A progress report is due by April 26, with the goal of completing necessary documents to establish the fund and finalize the deal.

The memorandum was signed by Ukraine’s Economy Minister Yulia Svyrydenko and U.S. Treasury Secretary Scott Bessent in an online ceremony. Svyrydenko shared a photo of the signing moment, as reported on the Cabinet’s website.

President Volodymyr Zelenskyy explained that the U.S. proposed signing a memorandum of intent before finalizing the full agreement, despite Ukraine’s initial preference for concluding the deal directly, according to his statements.
