Ukraine received €2.3 billion from the EU under the Ukraine Facility assistance program

The state budget of Ukraine has received €2.3 billion from the European Union under the Ukraine Facility assistance program. The Ukrainian government mobilized €2.1 billion in loan financing and €200 million in grants, says Ukraine’s Ministry of Finance.

The funds will be used to finance the state's priority social and humanitarian expenditures.

To receive the next regular tranche from the EU, Ukraine has completed eight reform steps required for the allocation of the sixth tranche under Pillar I of the Facility, as well as one step foreseen under the fourth tranche.

 “Support under the Ukraine Facility is critical to strengthening Ukraine’s macro-financial stability and ensuring the uninterrupted functioning of public administration during the war. The successful completion of more than 60 steps under the Ukraine Plan confirms our commitment to reforms, recovery, and progress toward European Union membership,” said Ukraine’s Finance Minister Serhii Marchenko.

​What is the Ukraine Facility?

The Ukraine Facility is a financial assistance program aimed to provide Ukraine with up to €50 billion from the EU during 2024-2027. Of this amount, €39 billion will be directed to the state budget to strengthen macro-financial stability. The rest is a special investment instrument to cover risks in priority sectors, cover interest on loans, etc.

​The Ukrainian government has adopted a plan to fulfil the conditions for receiving this assistance. These include European approaches to public administration reform, the fight against corruption, and economic and sectoral reforms in various sectors: from energy to agriculture. In addition, the document includes cross-cutting areas such as the green transition, digitalization, and European integration.

​In total, since 2024, Ukraine has already received more than €26.7 billion under this program, of which over €10.6 billion was allocated in 2025.

​According to the Ministry of Finance, the EU remains the largest donor of financial support to Ukraine — €70.7 billion as of February 2022. In 2025 alone, Ukraine received over €28.7 billion in financial assistance from the EU.
