Ukraine's Cabinet appoints new composition of Naftogaz oversight panel

Ukraine’s Cabinet of Ministers appointed four international experts and two Ukrainians to the newly updated supervisory board of Ukraine’s state oil and gas company Naftogaz, Prime Minister Yulia Svyrydenko reported.

The international independent members of the updated supervisory board are:

  • Robert Sleszynski (Poland) — expert in corporate governance and energy;
  • Erik Rasmussen (Denmark) — expert in energy and infrastructure financing, including at the European Bank for Reconstruction and Development. He worked on corporate governance reform for Ukrainian state-owned enterprises, including Naftogaz Ukraine;
  • Duncan Nightingale (Canada) — specializes in operational management of extraction and development of energy assets. He previously chaired the supervisory board of Ukrnafta PJSC, where he implemented OECD practices (Organization for Economic Co-operation and Development);
  • Tor Martin Anfinnsen (Norway) — held senior positions at the Norwegian energy giant Equinor.

From Ukraine, Deputy Minister of Economy, Environment and Agriculture Anna Artemenko and Cabinet of Ministers State Secretary Kostiantyn Marievych joined the board.

Naftogaz Chairman of the Board Sergii Koretskyi noted that the supervisory board members were reappointed in accordance with the plan after the previous board’s term expired on January 26, 2026.

Earlier, it was reported that the Cabinet of Ministers terminated the powers of former Deputy Head of the Presidential Office Rostyslav Shurma on the Naftogaz supervisory board ahead of schedule.

In July 2025, NABU detectives conducted a search at Shurma’s residence after he had left for Germany. This occurred shortly after public attention focused on former Deputy Prime Minister Oleksiy Chernyshov, who was served with corruption charges related to the Ministry of Regional Development.

In addition, in November 2025, Prime Minister Yulia Svyrydenko announced that the Cabinet had approved an action plan to renew the supervisory boards and executive bodies of fuel and energy sector companies.

For Naftogaz, this included a competitive selection process for the supervisory board and the formation of executive bodies for the Naftogaz Group (UkrGazVydobuvannya PJSC, Ukrnafta PJSC, Gas Distribution Networks of Ukraine LLC).

The updates followed the large-scale “Midas” operation that exposed corruption in the energy sector.
