EU approves nearly €3 billion payment to Ukraine under reform-linked funding program
The EU Council has approved a nearly €3 billion payment to Ukraine under the Ukraine Facility after Kyiv completed 10 reform targets required to unlock the funding.
The payment will be the eighth regular disbursement under the Ukraine Facility, the EU's financial support program for Ukraine's recovery, reconstruction and modernization through 2027.
Nearly €800 million will be provided for the first time from the Ukraine Support Loan.
Ukraine has now completed 84 of the 95 targets due under its Ukraine Plan, or about 88%, according to the Council. Payments are tied to reforms and investments under the plan, which serves as Ukraine's roadmap for recovery and EU accession.
Once the latest disbursement is made, Ukraine will have received more than €32 billion under the Ukraine Facility since mid-2024.
The Council also approved a voluntary contribution from Norway of 1 billion Norwegian kroner, or about €92 million, in non-repayable support.
Norway is the first non-EU country to contribute to Pillar I of the Ukraine Facility, which provides funding through the Ukraine Plan. Sweden has made additional voluntary contributions totaling more than €253 million over the past year, while the UK recently contributed more than €17 million to the facility's investment framework.
The Ukraine Facility provides more than €50 billion in grants and loans to support Ukraine through 2027, with more than €40 billion earmarked for reforms and investments under the Ukraine Plan.
