88 liberated settlements in Kherson Oblast and EU financial support plan for Ukraine: the highlights of the day

Ukrainian military liberated 88 settlements in Kherson Oblast
The Ukrainian military has already liberated 88 settlements in Kherson Oblast, where approximately 12,000 people live. This was reported by the Operational Command “South”.
Among the liberated villages, the military carried out a complex of stabilization measures in Novodmytrivka, Kostyrka, Chereshneve, Novomykolaivka, Novopetrivka, and Blakytne.
The deputy head of the President's Office, Kyrylo Tymoshenko, said that residents of the de-occupied settlements of Berislav Raion are being provided with humanitarian aid. Restoration of life support systems, clearing of roads and demining of de-occupied territories continue.
EU plans to allocate 1.5 billion euros to Ukraine every month next year
The leaders of the countries of the European Union gave the “green light" to the financial support plan for Ukraine throughout 2023. Reuters and Associated Press write about it.
The President of the European Commission, Ursula von der Leyen, noted that the European Union plans to provide roughly 1.5 billion euros every month. So the total amount will be 18 billion euros per year.
The finance ministers of the European Union were instructed to develop an appropriate mechanism for attracting funds.
Occupiers began to mine the Kakhovka HPP back in April
The occupiers planned to blow up the dam of the Kakhovka HPP well in advance - the main mining work was carried out back in April. Now the Russian forces are mining the locks and supports. This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
According to intelligence sources, during the current week, the occupiers put two military tented Kamaz cars without drivers on the dam. Both cars are fully loaded with boxes of explosives.
In case of detonation, dozens of Ukrainian settlements, in particular Kherson, will be under the impact. And the scale of the ecological disaster will go far beyond the borders of Ukraine and affect the entire Black Sea region.
Missile attack on Zaporizhzhia
Russian occupiers fired S-300 missiles at Zaporizhzhia on the morning of October 21. Infrastructure facilities were damaged. This is reported by the State Emergency Service and Zaporizhzhia Regional Military Administration.
In total, 6 explosions were heard in different areas of the city. As a result of the attack, the gas system was damaged in the residential building. There was a fire, the wall was destroyed. The occupiers also hit a school in one of the districts of the city.
As a result of the shelling, four patrol policemen suffered shrapnel wounds. They were hospitalized. One civilian was also injured.
Strikes on Kharkiv
On the morning of October 21, Russian forces launched two missile attacks on the Kyiv district of Kharkiv. This was reported by the head of the Kharkiv Regional Military Administration Oleh Siniehubov.
Both times the occupiers hit the Kyiv district with S-300 missiles. Nine people were injured, reported the mayor of the city, Ihor Terekhov.
