An attack in Odesa region, a strike on ships in Sevastopol, and new drone wreckage in Romania: September 13 highlights

Russian troops attacked Odesa and Sumy regions with Shahed drones, primarily damaging port infrastructure. Ukraine hit a shipyard in temporarily occupied Sevastopol. And in Romania, more drone debris was spotted falling, presumably from Russian drones. Here's a roundup of the most important news from September 13.
Attack on port infrastructure
On the night of September 13, Russian troops launched 44 Shahed attack drones into Ukraine. Air defense forces shot down 32 of them.
The occupiers attacked Odesa and Sumy regions with several groups of attack drones. The main direction of the drone launches is the southern districts of the Odesa region, in particular, the Izmail district.
Port and other civilian infrastructure were damaged, and 7 civilian drivers were injured.

Damage to ships in Sevastopol
The Russian Defense Ministry said that on the night of September 13, the Ukrainian military attacked the Sergo Ordzhonikidze shipyard (known as Sevmorzavod) in occupied Sevastopol with missiles, damaging two ships. Sky News stated that the ships were attacked with Storm Shadow missiles.
Ukrainian intelligence confirmed the hit of a large amphibious assault ship and a submarine in Sevastopol to hromadske. The Militarnyi portal, based on satellite images, notes that at the time of the attack, a large amphibious assault ship of Project 775 and a submarine, presumably of Project 877/636, were in dry dock. Several OSINT analysts, having reviewed satellite images, suggested that the Ropucha large amphibious assault ship and the KILO submarine (Kalibr missile carrier) could have been damaged.
The Russian Defense Ministry promised to fully restore and return the damaged ships to service.
In addition, several Russian Telegram channels reported two deaths as a result of the attack, but the occupation "authorities" officially reported only 24 wounded.
Another drone wreckage in Romania
In the Romanian county of Tulcea, new wreckage of a Russian drone was found, probably scattered over an area of several dozen meters. It was discovered after another Russian attack on ports in the Odesa region on the night of September 13. A Romanian Air Force helicopter was sent to the site to collect evidence.
The Romanian Ministry of Foreign Affairs protested and said it would summon the head of Russia's diplomatic mission over the new drone wreckage.

Kotenko will resign
The Cabinet of Ministers has decided to limit the powers of the Commissioner for Persons Missing in Special Circumstances. Following this, Ombudsman Oleh Kotenko decided to resign.
He noted that the Coordination Headquarters for the Treatment of Prisoners of War would now negotiate with Russia on the return of the bodies. At the same time, the General Staff of the Armed Forces of Ukraine will be in charge of search groups, and the Ministry of Internal Affairs will be in charge of the Unified Register of Missing Persons.
In the future, Kotenko and his team will help family members of missing persons in the form of community service.

Situation at the frontline
The defense forces gained partial success in the areas of Klishchiivka, Andriivka, and Kurdiumivka in the Donetsk region as a result of assault operations. Ukrainian troops also continue to conduct an offensive in the Melitopol sector.

A total of 24 combat engagements took place over the last day. Thus, in the Kupiansk sector, Ukrainian defenders successfully repelled an enemy attack northeast of Berestove in the Kharkiv region. Ukrainian troops also repelled more than 10 enemy attacks near Marinka in the Donetsk region. In addition, in the Bakhmut sector, Russians were trying to regain their lost ground near Bohdanivka in the Donetsk region.
