Mobilization issues

Defense Minister Rustem Umierov said that his department is preparing a “responsibility matrix or mobilization matrix”. A bill on changes to mobilization will soon be registered in parliament.

The minister noted that he would ask to lower the conscription age from 27 to 25, “if the argument is sufficient for society to accept it.” The ministry also wants to take into account all categories of military personnel.

Answering the question of whether a person who is subject to mobilization can be sent an invitation to the military registration and enlistment office on a smartphone, Umierov said: “We are working on these technical solutions.”

Speaking about demobilization, the minister said that his agency had found a solution “that will enable a person who has been in the perimeter for two years to understand what the rules will be for him to rest or be partially dismissed.” Work is underway on this legally, legislatively, and technically, Umierov added.
