Fatal road accident involving MP, dismissal of SOF commander: highlights of November 3

Dismissal of the commander of the Special Operations Forces
President Volodymyr Zelenskyy dismissed Viktor Khorenko from the post of commander of the Special Operations Forces of the Armed Forces of Ukraine and appointed Serhiy Lupanchuk instead.
In his evening video address, Zelenskyy assured that Khorenko would continue to perform special tasks as part of the Defense Intelligence of Ukraine.
However, Viktor Khorenko himself said that he learned about his resignation from the media. According to him, Commander-in-Chief Valerii Zaluzhnyi also failed to explain the reason for this. Khorenko does not know what his future holds.

An MP runs over a girl to death
An 18-year-old girl was killed in an accident in Zhytomyr Oblast. The pedestrian was run over by Andriy Nikolayenko, a member of the Batkivshchyna party. Police say he was driving a Mercedes-Benz GLE.
Nikolayenko said he was sober and did not break the rules, "but the tragedy could not be avoided." The MP assured that he would fully cooperate with the investigative actions conducted by the State Bureau of Investigation and voluntarily undergo all necessary examinations.
Meanwhile, Skhemy has learned that the car driven by Nikolayenko exceeded the speed limit 40 minutes before the fatal accident, which resulted in a fine. He was driving 162 km/h, when the permissible speed on this section of the highway was 110 km/h.

Hepatitis A detected in a resident of Ternopil Oblast
A resident of one of the territorial communities in Ternopil Oblast has been laboratory-confirmed to have viral hepatitis A. An epidemiological investigation is underway, and biomaterials from contact persons and the environment are being collected.
This is the third region of Ukraine to have confirmed cases of hepatitis during the latest outbreak.
New military assistance
The United States has announced new military aid for Ukraine totaling $425 million. Of this amount, $125 million will be used for Ukraine's immediate needs on the battlefield, and another $300 million will be used to strengthen air defense in the long term.
The Netherlands has also promised to allocate 500 million euros for ammunition for Ukraine by mid-2024. According to media reports, 260 million euros will be spent on artillery shells, and the remaining 240 million euros will be spent on ammunition for tanks.
Meanwhile, Foreign Minister Dmytro Kuleba met with the CEO of the German defense concern Rheinmetall. Following the meeting, he assured that Ukraine would receive more weapons and ammunition.
Zelenskyy considering holding elections in spring
Foreign Minister Dmytro Kuleba said that President Volodymyr Zelenskyy is considering and weighing the pros and cons of holding presidential elections in the spring of 2024.
Kuleba added that holding elections during the war with Russia would lead to "unprecedented challenges."

Dynamo Kyiv head coach Mircea Lucescu resigns
The head coach of Dynamo football club Mircea Lucescu has announced his resignation. He also announced the end of his career. His contract was due to expire in the summer of 2024.
The 78-year-old Romanian made the announcement immediately after the match against Shakhtar in the 13th round of the Ukrainian championship, which ended in a 0-1 defeat for Dynamo.

Zelensky signs law on national minorities
President Volodymyr Zelenskyy has signed the law on national minorities, which is essential for Ukraine's European integration.
