Fines for violating mobilization, murder of young man in Kyiv funicular, fire on Russian ship: April 8 highlights

A parliamentary committee has determined the amount of fines for violating the rules of military registration and mobilization. In Kyiv, an employee of the Department of State Protection is suspected of killing a teenager in a Kyiv funicular. Ukrainian intelligence conducted an operation on the Russian missile ship Serpukhov. Fines for violation of mobilization
The Verkhovna Rada Committee on Law Enforcement excluded criminal liability for draft evasion and determined the amount of fines for citizens, officials, and legal entities for violating the rules of military registration and mobilization.
A fine of UAH 3,400-5,100 ($87-131) may be imposed for violation of military registration rules in peacetime. During a special period or for a repeated violation, the penalty may increase to UAH 17,000-22,500 ($437-579).
Murder of a young man in a funicular
The State Bureau of Investigation has indicted an employee of the Department of State Protection in the case of the murder of a young man at a funicular station in the capital. He faces up to 15 years in prison.
The investigation established that on the evening of April 7, a conflict arose between a man who serves as a driver in a law enforcement agency and a minor boy. After leaving the funicular car at the upper station, the law enforcement officer pushed the teenager. He fell, smashed his head against the glass, and suffered a fatal cut to his neck. The teenager died on the spot.
Executions of prisoners
Ukrainian ombudsman Dmytro Lubinets believes that international organizations do not know how to respond to cases of executions of Ukrainian prisoners of war by the Russian military.
According to him, the UN Human Rights Monitoring Mission in Ukraine has only recently started recording cases of executions in its official reports.
Lubinets also said that Ukraine expects international organizations to take concrete legal steps, not just condemn such cases.
Earlier, a video of the execution of three Ukrainian prisoners of war in Krynky, Kherson Oblast, was posted online.
Fire on a Russian ship
A fire broke out on the Russian small missile ship Serpukhov. A source in the Ukrainian intelligence services told hromadske that it was an operation of the Defense Ministry's Main Intelligence Directorate.
Later, the Defense Intelligence of Ukraine officially confirmed the information about the fire on the Serpukhov. They reported that the fire inside the ship completely destroyed communication and automation equipment.
Duty-free export of Ukrainian agricultural products
The European Parliament and the European Council have tentatively agreed to suspend import duties and quotas on Ukrainian agricultural products for another year, but with greater protection for European farmers.
If there are significant disruptions in the EU market or in the markets of one or more countries due to Ukrainian imports, for example, of wheat, the European Commission "may take any swift measures it deems necessary." For example, exports of "sensitive" agricultural products, such as poultry, eggs, sugar, oats, cereals, corn, and honey, could be immediately suspended.
Violation of territorial recruitment and social support center employees' rights will not be tolerated, military says
Commander of the Ground Forces of the Armed Forces of Ukraine Oleksandr Pavliuk said that harassment of employees of territorial recruitment and social support centers is unacceptable and violations of their rights should not be allowed.
"Today, most of the employees of the territorial recruitment and social support centers are yesterday's soldiers whom everyone admired and was proud of. What happened to them? Why are people hiding from them today, why do they allow themselves to be despised, harassed, and even fought with? This is unacceptable," Pavliuk said.
Scholz's visit to China: he will talk about Ukraine
German Chancellor Olaf Scholz will pay a four-day visit to China next week (April 15-21). Together with Chinese President Xi Jinping, he will discuss the war in Ukraine. This will be Scholz's second visit to China.
Russian attacks
Three people were killed in Zaporizhzhya as a result of a Russian strike on an industrial enterprise.
Also, one person was killed in an attack by aerial bombs on the center of Bilopillia in Sumy Oblast.
A 77-year-old woman was killed in the shelling of Chasiv Yar in Donetsk Oblast. The Russian military also hit a high-rise building in the town of Selydove in Donetsk Oblast, wounding five people.
In the evening, Russian troops attacked Poltava Oblast. One person was killed as a result of a house being hit.
