First "very powerful" document on security guarantees for Ukraine to appear this month, says President's Office

The Yermak—Rasmussen Advisory Group on International Security Guarantees for Ukraine will present the first document with developments by the end of August, said the head of the President's Office, Andriy Yermak, on August 22 at a joint briefing with advisors to the heads of state and government of Estonia, Latvia, Lithuania, Poland, Romania, Slovakia and Hungary on foreign policy.

The Yermak-Rasmussen Advisory Group on International Security Guarantees for Ukraine will present the first document with developments by the end of August, said the head of the President's Office, Andriy Yermak, on August 22 at a joint briefing with advisors to the heads of state and government of Estonia, Latvia, Lithuania, Poland, Romania, Slovakia and Hungary on foreign policy and security issues.

"I confirm that by the end of this month, around August 29-30, we can expect the first document, the recommendations of our panel of experts with Mr. Rasmussen. We are currently working on this document," stated Volodymyr Zelenskyy's chief-of-staff.

Yermak noted that he had informed the advisors of the heads of states and governments of the partner countries about this at today's meeting with them.

"They are also interested and waiting for this document, the text of which (I can tell you a little secret) I am already familiar with. It will be a very powerful document," Yermak assures.

Background

Yermak reported on July 1 that the Yermak-Rasmussen group on international security guarantees for Ukraine would prepare the first document by the end of July. The head of the President's Office mentioned the need for several blocks of guarantees:

  • rapid restoration of Ukraine's defense potential (this includes annual financial assistance for the development of the defense sector, deepening of cooperation in the fields of information, cyber and maritime security, exchange and analysis of intelligence information);
  • actions to deter new aggression (swift supply to Ukraine of everything necessary for self-defense — weapons, equipment, financial and other assistance);
  • permanent mechanism for assessing security threats and challenges, mechanisms for urgent bilateral or multilateral consultations;
  • sanctions policy (sanctions that will be in effect until Russia provides adequate assurances and guarantees of non-repetition of aggression against Ukraine and provides full compensation for the damage; as well as mechanisms for implementing preventive sanctions for the future in the event of a threat of aggression).

Anders Fogh Rasmussen is the former Secretary General of NATO and the head of the Rasmussen Global Foundation. Together with Yermak, he is working on the development of security guarantees for Ukraine.
