New military aid to Ukraine, Biden's advisor's visit to Ukraine: highlights of the day

Ukraine will receive additional tanks and armored personnel carriers from partners, and U.S. Presidential Advisor Jake Sullivan arrived in Kyiv. We gathered the main news for today.
New military assistance
The U.S. Department of Defense announced a new military aid package for Ukraine worth $400 million. The new package includes funding for the modernization of Hawk air defense missiles. This money will complement the assistance from Spain, which recently transferred these air defense systems to Ukraine.
The U.S. will also fund the upgrade of 45 T-72 tanks from a Czech military base. The repair of another 45 tanks will be financed by the Netherlands. Then this equipment will be transferred to Ukraine. Ukraine should receive the first tanks in December, and the rest — during 2023.
The United States will also provide 250 M1117 armored personnel carriers, 1,100 Phoenix Ghost drones, 40 armored boats, tactical secure communication and surveillance systems.
Sullivan's visit
US National Security Advisor Jake Sullivan arrived in Ukraine with an unannounced visit. "The most important reason I came is to tell the President, the head of the Office and all of you publicly that the United States will be with Ukraine as long as it takes in this war," Sullivan said.
He reminded that the G7 countries supported the establishment of a "just peace" in Ukraine, which provides for respect for the territorial integrity of Ukraine.
Reservations from mobilization
The Verkhovna Rada has adopted a draft law concerning the reservation of persons liable for military service who are not subject to call-up for military service during mobilization.
Persons liable for military service who work in state and local self-government bodies, as well as in organizations that have been assigned mobilization tasks, which produce goods and provide defense goods to the military, or which are critical for the functioning of the economy during a special period, may be subject to reservation.
Government reshuffle
The Cabinet of Ministers has appointed former Minister of Communities and Territories Development Oleksiy Chernyshov as the Chairman of the Board of Naftogaz of Ukraine. At the same time, Vasyl Lozynskyi has been entrusted to temporarily head this ministry.
Lozynskyi was Chernyshov's first deputy. And before that — the first deputy head of the Lviv Oblast state administration. He was also acting head of the Lviv Oblast State Administration from December 26, 2019 to February 5, 2020.
Execution in occupied Skadovsk
In the temporarily occupied Skadovsk, Kherson Oblast, the occupiers publicly hanged 56-year-old former nurse Tetiana Mudrenko for her Ukrainian position, the twin sister of the victim Natalia Chorna, who left Skadovsk in April, told the Financial Times.
According to Natalia, her sister had several clashes with the occupiers during the time Skadovsk was captured. The last incident before Tetiana's death occurred in October, when the woman yelled at occupation authorities "Skadovsk is Ukraine!"
Some time later, according to Chorna and local eyewitnesses, Tetiana and her husband Anatoliy Orekhov were abducted from their home by police collaborators. For several days, no one knew where Tetiana was. On October 15, a woman called Natalia Chorna and said that Tetiana had been publicly executed.
Losses of the occupiers
Russia has lost 74,840 of its soldiers since the beginning of the full-scale war. On November 3 alone, the Armed Forces of Ukraine killed 840 enemy troops, the General Staff of the Armed Forces of Ukraine reported.
Also, on November 3, the Russians lost 16 tanks, 28 armored combat vehicles, 17 artillery systems, 8 tactical drones and other equipment.
