Preparation of advance on frontline and reconstruction works after blackout: last night's highlights

Two countries have recognized the Holodomor in Ukraine as genocide, and another one recognized it as a crime against humanity, the Armed Forces are preparing to advance in certain areas, and specialists continue restoration work after the Russian attack on November 23. Here is what you may have missed from the previous night.
Recognition of the Holodomor as genocide
The Upper House of the Irish Parliament and the Parliament of Moldova recognized the Holodomor of 1932-1933 in Ukraine as genocide of the Ukrainian people. And the Romanian Parliament recognized the Holodomor as a crime against humanity and the Ukrainian people.
Netherlands recognized Russia as a state sponsor of terrorism
The Dutch Parliament has recognized Russia as a state sponsor of terrorism because of the military actions in Ukraine. Local media write that the vast majority of parties support the government's policy of maximum possible support for Ukraine in the humanitarian, diplomatic, and military spheres.
Situation with blackout
All day on November 24, specialists carried out restoration work after the Russian attack the day before yesterday. Electricity, heating, water supply, and communication are gradually returning to the settlements, as stated by President Volodymyr Zelenskyy.
As of the evening, there are still problems with water and electricity in 15 regions. But along with the supply of electricity to critical infrastructure, specialists are restoring the water supply and heating.
Situation at the frontline
The Ukrainian defense forces hold key positions in all frontline areas. In some areas, Ukrainian servicemen are preparing to advance, President Volodymyr Zelenskyy said.
Germany refused to transfer Patriot systems to Ukraine
Germany said that Patriot anti-aircraft missile systems, which the country offered to Poland, are intended for use in NATO. Thus, Berlin rejected Warsaw's request to send this system to Ukraine.
The German Defense Minister noted that any use of these systems outside NATO territory would require prior discussion with the Alliance and allies.
Russia has already spent a quarter of its annual budget on the war
According to Forbes estimates, during the nine months of the full-scale invasion, Russia spent $ 82 billion on the war against Ukraine, which is a quarter of its budget for 2021. Next year, the “war bill” may become too high for Russia, the publication writes.
“If in the spring such expenses could seem quite acceptable, given that Russia received about 1 billion euros a day for oil and gas, now the situation is different,” Forbes notes.
Return of Crimea by non-military means
President Volodymyr Zelenskyy said he is ready to consider options for the return of the annexed Crimea by non-military means. At the same time, he stressed that “if the decision does not provide for de-occupation and Crimea is part of Russia, no one should waste time on it”.
