Oleksandr Shcherban, a representative of the Coordination Headquarters for the Treatment of Prisoners of War, explained that there have been no prisoner exchanges between Russia and Ukraine for almost six months, because Russia's policy is aimed at using prisoners as leverage over Ukrainian and world society. In particular, to seek sanctions relief.
But he added that despite all the demands of the Russians, the Ukrainian side is doing everything to make the exchange process really move forward.
