Restoration of e-declarations, Reznikov's dismissal, other personnel changes: highlights

The Verkhovna Rada has reinstated electronic declarations for public officials, but left the register of declarations closed. The parliament supported the dismissal of Defense Minister Oleksii Reznikov and Head of the State Property Fund Rustem Umerov, and the government dismissed the head of the Donetsk Oblast State Administration Pavlo Kyrylenko. Here are the highlights of September 5.
Reinstatement of e-declaration
The Verkhovna Rada supported draft law No. 9534 on the restoration of electronic declaration, but did not adopt the main amendment on the immediate opening of the register of declarations.
This means that the registers of declarations will remain closed to the public for another year. The MPs rejected another amendment that would have required the declaration of advisors to the President's Office.
In addition, the MPs voted in favor of the draft law No. 9587-d on improving the procedure for bringing high-ranking officials to justice, which provides for changes to the Code of Ukraine on Administrative Offenses. This decision proposes automated imposition of fines on declarants who have filed their declarations late.
At the same time, the draft law was amended to avoid liability if an official "forgot to declare property" worth UAH 1.3 million ($35,232)
Personnel changes
The Verkhovna Rada has supported the resignation of Oleksii Reznikov as Defense Minister.

The MPs also approved the dismissal of the head of the State Property Fund, Rustem Umerov. He is to be appointed head of the Defense Ministry.
At the same time, the head of the Antimonopoly Committee of Ukraine, Olha Pishchanska, submitted her resignation letter to the Verkhovna Rada. It will be considered at the next plenary session.
According to media reports, Pishchanska is being offered to head the State Property Fund of Ukraine. Thus, she will replace Umerov. However, as explained by MP Yaroslav Zheleznyak, she refused to take up the position at the State Property Fund, so another candidate is now being considered.
Pavlo Kyrylenko, the current head of the Donetsk Oblast Military Administration, is to take Pishchanska's seat in the Antimonopoly Committee. The Cabinet of Ministers of Ukraine has already approved his dismissal from the post of the head of the Donetsk Oblast State Administration.
Combat medics are allowed to receive blood transfusions
The Cabinet of Ministers has adopted a resolution that will allow combat medics to transfuse blood at the pre-hospital stage.
From now on, not only people with medical education but also military personnel who have undergone appropriate training will be able to transfuse blood. To this end, the Ministry of Health is expanding a special training program on the basics of transfusion therapy.
This training will provide the necessary skills to transfuse the universal first minus blood group. It will be available at designated blood centers.
SBU searches related to abuses of energy infrastructure
On September 5, the Security Service of Ukraine conducted more than 20 searches in the case of alleged abuses in the restoration of energy infrastructure.
The SBU press service told hromadske that the acting mayor of Chernihiv, Oleksandr Lomako, was also searched as part of this case.

Situation at the frontline
Ukrainian defense forces are making progress toward Novoprokopivka, Zaporizhzhya Oblast.
According to the General Staff of the Armed Forces of Ukraine, the Ukrainian military continue to conduct an offensive operation on the Melitopol axis, consolidate the achieved positions, and carry out counter-battery measures.

Deputy Minister of Defense of Ukraine Hanna Malyar said the day before that the dynamics on the eastern front are changing locally, but in general, the east remains the main direction for the Russian offensive. The occupiers are trying to advance with varying degrees of intensity, but are constantly trying to advance in the Lyman, Kupyansk, Maryinka, Avdiivka and Bakhmut axes.
The Bakhmut axis is the most hotly contested area, with fighting going on around Bakhmut itself. Since the beginning of the counteroffensive, Ukrainian troops have liberated 47 square kilometers in the Bakhmut sector, including three square kilometers over the past week.
