Restrictions on price of Russian oil, accumulation of troops in Belarus, plan in case of blackout: highlights of the day

The Council of the European Union has set a ceiling price for Russian oil, and the accumulation of troops in Belarus continues. Meanwhile, in Kyiv, the authorities have prepared instructions on how the city will live and work in case of an emergency. We have collected the main news from today.

EU officially approves decision to limit price of Russian oil

The Council of the European Union has decided to set the maximum price for oil and oil products originating or exported from Russia at $60 per barrel.

The G7 countries and Australia also joined the EU decision to cap the price of Russian oil at $60 per barrel.

Thus, Western countries are trying to limit Russia's revenues, which it further uses to finance the war in Ukraine.

At the same time, President of Ukraine Volodymyr Zelenskyy criticized the setting of a ceiling price for Russian oil at $60 per barrel. According to him, this price is "quite comfortable for the budget of the terrorist state".

He added that under current oil restrictions, the Russian budget will receive about $100 billion a year.

Bakhmut has become Russia's main offensive target since August

According to British Defense intelligence, since the beginning of August, Bakhmut has become the main offensive target for Russia. Currently, the capture of the city is most likely a symbolic, political goal for the occupiers.

Intelligence suggests that the Russian plan may involve the encirclement of the city through tactical offensives to the north and south. In recent days, Russia seems to have achieved small successes on the southern axis of the Bakhmut offensive.

Troops continue to accumulate in Belarus. No threat yet, but Ukraine is preparing forces to respond adequately

Commander of the Joint Forces of the Armed Forces of Ukraine Serhiy Nayev said that the accumulation of the joint Russian-Belarusian grouping of troops continues on the territory of Belarus. Currently, there is no threat from Belarus, and the situation in the Northern operational zone is under control.

In the event of an increase in the military threat, depending on its quantitative and qualitative composition, the assistance of additional forces and means in the north will be provided by the General Staff of the Armed Forces of Ukraine.

At the same time, the self-proclaimed President of Belarus Alexander Lukashenko admitted that the Belarusian and Russian armies are now preparing as a "single group".

The Russian Defense Ministry said it was amending the Russian-Belarusian interstate agreement on joint provision of regional security in the military sphere.


"Wealthy Russian businessman" detained in UK – likely Mikhail Fridman

The National Crime Agency of the United Kingdom reported the detention of a "wealthy Russian businessman" on suspicion of numerous crimes.

The media reported that it was Russian oligarch Mikhail Fridman. At the same time, his Alfa-Bank denies this.

In case of prolonged blackout, planned hospitalizations and operations in hospitals will be suspended

In case of a prolonged power outage in Ukraine, hospitals will suspend scheduled hospitalizations and operations in order not to overload the institutions.

In such circumstances, only urgent operations will be performed, that is, in cases where emergency care is needed. However, this is a "last resort" scenario.

In case of blackout in Kyiv: where to look for transport, water and open institutions

Kyiv city authorities have prepared instructions on how the city will live and work in case of an emergency due to Russian strikes.

In case of interruptions in the water supply in Kyiv, a system of backup sources of drinking water will be provided, in particular – from well rooms. 105 well rooms of the municipal enterprise "Kyivvodfond" and six more of "Kyivvodokanal" on the left bank will be promptly connected to the generators.
