Russia attacked the crowded center of Vinnytsia around 10:45 a.m. local time on July 14. Serhiy Borzov, the Head of the Vinnytsia Regional Military Administration, reported that the Air Defence Forces defense had shot down 4 missiles over the Vinnytsia Oblast.

The Russian forces hit Vinnytsia with Kalibr cruise missiles from a submarine in the Black Sea, Yuriy Ihnat, the spokesman for the Air Force Command of the Ukrainian Armed Forces, said.

The National Police of Ukraine said 3 Russian rockets targeted an office building. The attack also damaged the House of Officers, the medical diagnostic center, about 55 houses and 40 cars.

President Volodymyr Zelenskyi reacted to the rocket attack on Vinnytsia: "Every day, Russia destroys the civilian population, kills Ukrainian children, directs rockets at civilian objects. Where there is nothing military. What is this, if not an open act of terrorism?"
