Searches in Dubinskyi's office and new procurement agency of the Ministry of Defence: highlights for November 1

Law enforcers searched the office of MP Oleksandr Dubinskyi in connection with the organization of an illegal trip abroad for a partner's relative. Occupiers hit an oil refinery in Kremenchuk. The State Logistics Operator procurement agency will start operating in Ukraine in December. We have collected the key news for November 1.
Searches at Dubinskyi's office
In the morning, officers of the State Bureau of Investigation and the Security Service of Ukraine came to the reception of MP Oleksandr Dubinskyi to conduct a search.
In collusion with others, the MP organized the illegal departure abroad of his civilian wife's brother. A relative of Dubinskyi's partner tried to leave Ukraine for Moldova by car through one of the checkpoints.
Dubinskyi's accomplices were also searched.

New procurement agency in the Ministry of Defence
The State Logistics Operator procurement agency will start operating in Ukraine in December and will be responsible for providing food to the Ukrainian military.
The Ministry of Defence said that this is a new procurement tool that will take over all the functionality. Its employees will analyze the market, look at prices, communicate with manufacturers and suppliers, and make decisions on tender purchases.
It is currently known that the agency will be headed by Arsen Zhumadilov, who has been in charge of the Army Resource Support Agency since August.

Dovzhenko Center may face liquidation again
The Draft Strategy for the Development of Cinema in Ukraine until 2027 has been submitted to the Cabinet of Ministers. The draft contains a threat to destroy the National Oleksandr Dovzhenko Center: it proposes to "optimize" the film archive.
The Dovzhenko Center says that the strategy envisages changes that were proposed during last year's attempts at "reorganization". The film archive called for the project to be withdrawn, as it considers its approval dangerous.
Searches of Uzhhorod mayor's office
The Security Service of Ukraine conducted searches in the Uzhhorod City Council and the office of the mayor, Bohdan Andriiv. The case concerns the MPs' holidays abroad under the guise of "business trips".
According to the investigation, the city council officials used fictitious invitations from affiliated foreign organizations to travel abroad. To disguise this, such "correspondence" was not registered, and signed letters for foreign "business trips" were not entered into the electronic document management system.
Strike on oil refinery in Kremenchuk
On the night of November 1, Ukrainian air defense forces destroyed 18 of the 20 Shahed attack drones used by the Russians to attack Ukraine. They also shot down a Kh-59 missile.
The occupiers hit an oil refinery in Kremenchuk. A fire broke out there and has been extinguished by rescuers. The enterprise is not working. According to preliminary reports, there were no casualties.
Explosions were also heard in the Khmelnytskyi and Kyiv regions.

Shelling of Kherson
At around 9 a.m., the center of Kherson came under another shelling. Russians fired near high-rise buildings. As a result, one person was killed and three others were injured. Among them were employees of the city administration and the Department of Urban Development, Architecture, and Land Resources.
The Kherson City Military Administration is in mourning over the death of its employee.
Preparations for the evacuation of Ukrainians from Gaza
The Ministry of Foreign Affairs of Ukraine and Ukrainian embassies in the region have begun the preparatory stage of evacuating 358 Ukrainians from the besieged Gaza Strip. This comes amid the Egyptian authorities' decision to allow foreigners to leave the Palestinian enclave through the Rafah crossing.
The Ukrainian side has already sent an official request to the parties involved for permission to leave. The Ministry has also prepared documents for Ukrainians who do not have valid travel documents, booked the necessary transport, and formed a group of diplomats to arrive at the border with the enclave.
