The Security Service of Ukraine established the identity of the Russian serviceman who tortured a minor during the temporary occupation of Kyiv Oblast. He turned out to be a Chechen from Ramzan Kadyrov's circle, reported the press services of the SSU and the Prosecutor General's Office.
According to the investigation, the occupier is Bisayev Anzor Saladievich and belongs to Kadyrov's inner circle. He is the
commander of "Akhmat" – the special-purpose mobile detachment (known as OMON) of the Department of Russia's National Guard in the Chechen Republic.
The law enforcement officers established that at the beginning of March, when the occupier was in the territory of Babyntsi village of Bucha Raion in Kyiv Oblast, he and his subordinates kidnapped a teenager from one of the local private houses. Threatening the boy with a weapon, they demanded information about the location of service members of the Armed Forces of Ukraine and representatives of the Territorial Defense.
According to the investigation, the suspected occupier forced the teenager to leave the house to the street, where, on his order, the Russian military took the boy. They put a knife to the minor's throat and, threatening with a gun, continued the interrogation. After that, they took the boy in an armored car and drove him around the village, demanding to provide information about the Armed Forces.

Bisayev is reported about suspicion in absentia of taking hostages and the use of torture against the civilian population — Part 1 of Art. 438 of the Criminal Code of Ukraine. The sanction of the article provides from 8 to 12 years of imprisonment.
