In Ukraine War Arms Matter Less Than Propaganda, Military Expert Says

In the conflict in eastern Ukraine, arms play a secondary role, said Leonid Polyakov, a military expert and the former Vice Minister of Defense of Ukraine. It is much more difficult to fight Russian propaganda than it is to battle Russian-backed separatists, said Polyakov.
