United States Senate Committee on Foreign Relations presented a Resolution recognizing Russian actions in Ukraine as genocide.
Authors of the Resolution emphasize that substantial evidence documents widespread, systematic actions against the Ukrainian people committed by Russian forces under the direction of the political leadership of the Russian Federation that meet one or more of the criteria of genocide, including:
- killing members of the Ukrainian people in mass;
- purposeful targeting of homes, schools, hospitals, shelters, and other residential and civilian areas;
- willful strikes on humanitarian evacuation corridors;
- widespread and systematic sexual violence against Ukrainian civilians, including women, children, and men;
- Destruction of villages and cities;
- Leaving Ukrainians devoid of food, water, shelter, electricity, and other basic necessities;
- starvation caused by the destruction of farmlands and agricultural equipment,
- mining of thousands of acres of useable fields, and blocking the delivery of humanitarian food aid;
- forcibly mass transferring millions of Ukrainian civilians.
The senators-authors of the resolution called on the Senate to recognize that Russia is committing genocide against Ukrainians, to call on the U.S. authorities, together with NATO and the E.U., to continue supporting Ukraine, to support an international tribunal and an investigation to bring the perpetrators to justice.
The senators introduced this resolution shortly after Ukrainian First Lady Olena Zelenska addressed the U.S. Congress.
“There is no question that what Russia is doing in Ukraine is a genocide,” said Risch. “If you could walk the streets of Kyiv, Irpin, and Hostomel like I did last month, and listen to the stories of what the Russian soldiers have done, this is a genocide. The international community is documenting the many Russian abuses that constitute war crimes across Ukraine. It’s time the United States and the world recognize it as such,” U.S. Senators Jim Risch said.
