The New York Times disclosed Ukraine’s ceasefire proposal shared with Russia. Andriy Osipov was appointed head of Ukraine’s State Film Agency. Here’s a roundup of the top news for May 30.

Ukrainian ceasefire terms

The New York Times obtained details of Ukraine’s ceasefire proposal, delivered by Ukrainian delegation head Rustem Umerov to Russian negotiator Vladimir Medinsky. The document calls for a ceasefire on land, sea, and air, with monitoring by international partners to ensure compliance.

Ukrainian officials told the Times they expect Russia’s forthcoming “memorandum” to include unacceptable demands, such as withdrawing Ukrainian forces from territories Russia illegally annexed in its constitution in 2022 via sham referendums, including areas it never occupied.

New head of the State Film Agency

The Cabinet of Ministers appointed Andriy Osipov as head of Ukraine’s State Agency for Cinema.

Osipov, a producer, writer, public figure, and director of the Odesa Film Studio, is a member of the National Union of Cinematographers, an expert for presidential film grants, co-founder of the Cinema for Victory festival, and chair of the State Cinematography Support Council, per the Culture Ministry.

Children’s Day moved to November 20

President Volodymyr Zelenskyy signed a decree shifting Ukraine’s Children’s Day from June 1 to November 20, aligning with the UN’s World Children’s Day, to emphasize global child welfare standards.

Russia demands an end to mobilization

Russia’s UN envoy Vasily Nebenzya said Moscow is open to a ceasefire if Western countries stop arming Ukraine and Kyiv halts mobilization. He called the 30-day ceasefire proposal, which expired May 12, a “deceptive attempt” to let Ukraine regroup and rearm.

"We are not satisfied with the situation that would allow the 'Kyiv regime' to take a breath, lick its wounds and stop the collapse of the eastern front," he said.

Zelenskyy at the Book Arsenal

President Volodymyr Zelenskyy and First Lady Olena Zelenska attended Kyiv’s Book Arsenal festival, purchasing books including:

Syrskyi orders probe into TRC staff attack in Khmelnytskyi Oblast

Armed Forces Commander-in-Chief Oleksandr Syrskyi ordered an investigation into an attack on a Territorial Recruitment Center vehicle in Kamyanets-Podilskyi, Khmelnytskyi Oblast.

The Military Law Enforcement Service reported injuries to TRC servicemen and damage to the vehicle, classifying the incident as interference with lawful TRC activities. Authorities are assisting police in the criminal probe.

Enterprises important to the Armed Forces of Ukraine can reserve all employees

The Cabinet of Ministers amended conscription rules, allowing defense-critical enterprises to reserve 100% of their workers from mobilization.

Fuel-energy sector firms guarding critical infrastructure can use any three reservation criteria, with exemptions from requirements for no tax debts and a minimum average salary of 20,000 hryvnias ($482). Reserved workers also face no minimum salary threshold of 20,000 hryvnias.
