Ukraine's Security Service (SBU) has charged an 18-year-old woman from Kharkiv as an alleged accomplice in the February 22 terrorist bombing in Lviv that killed a 23-year-old police officer and injured 25 others, after she made a false emergency call about a supposed theft to lure officers to the site for a remotely detonated improvised explosive device, the SBU reported.

According to investigators, the teenager—while in Kharkiv—telephoned a special police hotline under instructions from her Russian handler and read a pre-scripted message claiming she had seen two unknown individuals break into a grocery store on Danylyshyna Street in central Lviv.

The first responding patrol triggered the initial blast upon arrival; a second explosion followed when additional police and National Guard units reached the scene. Both devices were homemade bombs, according to preliminary findings.

The suspect came to the attention of Russian special services in January 2026 while searching Telegram channels for “easy money.” She expected to receive $100 for the false report of a “theft.”

She faces charges under Part 2 of Article 383 of Ukraine’s Criminal Code (knowingly false report of a criminal offense).

Terrorist attack in Lviv

At approximately 12:30 a.m. on February 22, police received a report of a robbery at the store. The first explosion occurred after patrol officers arrived, followed by a second when backup units and National Guard personnel reached the location.

A 23-year-old female officer was killed and 25 people were wounded.

The suspected direct perpetrator—a woman acting on Russian orders—was detained about 10 hours later in one of Lviv Oblast’s towns. She has been charged with committing a terrorist act and illegal handling of weapons and remanded in custody for 60 days without bail.
