Less than 10% of citizens support holding elections in Ukraine during the war — KIIS

Nine percent of citizens support the idea of holding elections in Ukraine during a full-scale war, says a survey conducted by the Kyiv International Institute of Sociology (KIIS).
At the same time, 25% of respondents support holding elections if a ceasefire and security guarantees are reached. And 57% believe that elections are only possible after a final peace agreement and the complete end of the war.
As of September 2025, 9% of Ukrainians supported the idea of holding elections even during the war. And 63% of those polled were in favour of elections after the complete end of the war.
In May, even more Ukrainians — 71% — supported the idea of holding elections only after the end of the war.
Earlier, Ukrainian President Volodymyr Zelensky announced that Ukraine would be ready to hold elections “in the next 60-90 days” after partners guaranteed the safety of voters and MPs adopted certain legislative changes. He made this statement after US President Donald Trump's latest comments that elections must be held in Ukraine.
Zelensky said that he had spoken with representatives of the Verkhovna Rada about the possibility of holding elections and expected them to provide their vision.
Survey methodology
The survey was conducted between 26 November and 13 December using phone interviews based on a random sample of mobile phone numbers in all Ukraine-controlled regions.
The survey involved 547 respondents aged 18 and older who were residing in Ukraine at the time of the survey.
The statistical margin of error for this sample did not exceed 5.6%.
