Zelenskyy presents a victory plan: what is it about?

President Volodymyr Zelenskyy has presented a victory plan at the Verkhovna Rada. It consists of five points and three secret annexes.
This became known from the broadcast of the meeting.
According to Zelenskyy, if the plan is implemented, the war can be ended no later than next year. He says the plan will help “force” Russia to attend the second Peace Summit and be ready to end the war: “And this is not a ‘freeze’. And it is not a trade in territories or sovereignty of Ukraine.”
The first point of the plan is geopolitical, the next two are military, the fourth is economic and the fifth is security. The first four are intended for the time of the war to end it, and the fifth is for the post-war period.
The first point is the invitation to NATO. It means that Ukraine will be invited to join the Alliance “now”, but NATO membership is “a matter of the future, not the present”, Zelenskyy says. This point also includes the “inevitability of European integration” for Ukraine.
“For decades, Russia has been using geopolitical uncertainty in Europe - namely the fact that Ukraine is not a NATO member. And this is what tempted Russia to encroach on our security. And now the invitation of Ukraine to NATO can become truly fundamental for peace,” the President believes.
The second point is defence. Zelenskyy proposes to implement it through:
- successful continuation of the operation in the Kursk region of Russia;
- strengthening the positions of the Ukrainian army and destroying Russia's offensive potential in the occupied territory of Ukraine;
- assistance from partners in equipping reserve Ukrainian brigades;
- strengthening air defence systems to be sufficient to shoot down Russian missiles and drones;
- joint operations with partners to shoot down Russian missiles and drones within the range of the partners' air shield;
- lifting restrictions on the use of Western weapons deep into Russian territory and the temporarily occupied territory of Ukraine;
- providing Ukraine with long-range weapons, satellite and intelligence data.
This point has a secret annex to which some partners have access.
The third point is deterrence. It also contains a secret annex, which was received by the United States, the United Kingdom, Italy and Germany. Within this point, Ukraine proposes to place a comprehensive non-nuclear deterrence package to protect against any military threat from Russia.
The fourth point is strategic economic potential. This point focuses on Ukraine's valuable resources — uranium, titanium, lithium, graphite, etc. — which are one of Russia's targets in the war.
Ukraine proposes that the US, together with the EU and other partners, conclude an agreement on joint protection of Ukraine's critical resources, joint investment and use of economic potential. This point also contains a secret annex.
The fifth point is designed for the post-war period and is related to the availability of an experienced Ukrainian military contingent that should be used to strengthen NATO's defence and ensure security in Europe.
If the partners agree, Ukraine proposes to replace some units of the US military contingent in Europe with Ukrainian units after the war.
Victory plan
Ukraine has developed a plan to end the war, which it has presented to some of its Western allies. In particular, current US President Joe Biden and both candidates for the next US presidential election, Kamala Harris and Donald Trump, have reviewed it. The plan was also presented in Europe.
“This plan is about Ukraine, about our soldiers. There are few points, and I think it's good. Each point will depend on Biden's decision,” Zelenskyy said in a conversation with American journalist Fareed Zakaria.
