Secret point of Victory Plan is revealed in media, and Verkhovna Rada extends martial law: highlights for October 29

The media reports that the secret part of the Victory Plan contains a request for long-range Tomahawk missiles. The Verkhovna Rada extends martial law and mobilization, with more than 160,000 more men to be drafted. A delegation from the Republic of Korea will visit Ukraine to share information about the DPRK's troops. We have collected the main news for October 29.

South Korean delegation to visit Ukraine

South Korean President Yoon Suk Yeol said that a South Korean delegation will visit Ukraine this week to share information about North Korea's troops being sent to Russia and discuss cooperation measures.

Meanwhile, the Pentagon has confirmed that several thousand North Korean troops are on their way to the Kursk region, and a small part of them is already there.

The United States has already held consultations with Ukraine and other allies on further actions in response to the deployment of North Korean troops in Russia.

Special Forces University attacked in Chechnya

Chechen President Ramzan Kadyrov said that on the morning of October 29, a drone attacked the building of the University of Special Forces in the city of Gudarmes.

Subsequently, Suspilne's sources in the Ukrainian special services confirmed the attack and informed that the drones could have been launched from Dagestan or Ingushetia.

NYT: Zelenskyy requested Tomahawk in secret part of Victory Plan

The New York Times, citing senior U.S. officials, writes that Ukrainian President Volodymyr Zelenskyy has requested long-range Tomahawk missiles from the allies in a secret part of his Victory Plan.

One of the interlocutors of the publication said that this is “a totally unfeasible request”.

Extension of martial law and mobilization

The Verkhovna Rada voted in favor of bills to extend martial law and general mobilization for another 90 days, until February 7, 2025. The day before, President Volodymyr Zelenskyy submitted them to the parliament.

National Security and Defense Council Secretary Oleksandr Lytvynenko said that more than 160,000 more men are to be drafted under the mobilization.

Parliament passes law on plea bargaining

The Verkhovna Rada has adopted the draft law on plea bargaining and is urging to sign it as soon as possible, as it will open access to EUR 4 billion in EU assistance.

The draft law introduces a new article that allows for a shorter prison term in case of cooperation with the investigation through the exposure of accomplices and compensation for damage.

Ministry of Health: Heads of the Medical Expert Commission will not be allowed to work in the new system

The Ministry of Health has assured that the current heads of medical and social expert commissions (MSECs) will not be allowed to take positions in the updated system of medical commissions.

The rest of the doctors who are currently working in the MSECs will be able to apply for jobs in hospitals from January 1, 2025, but under certain conditions.

Shelling

Around 3 a.m., Russian troops attacked Kharkiv with a Grom-E1 missile hybrid. It hit a detached house, from the rubble of which the bodies of four people were recovered.

In the morning, occupation forces opened fire on the Dniprovskyi district of Kherson, killing two people.

Russians also attacked Odesa region with two X-31P guided missiles, killing a man.
