Zelenskyy presents internal 'stability plan': no elections, mobilization age unchanged

President Volodymyr Zelenskyy presented an internal "stability plan" that contains tasks for Ukraine itself during the war, MPs Yaroslav Zheleznyak and Oleksiy Honcharenko reported. As the media wrote, it consists of 10 points.

These points were previously also published in the media. These include unity, front, weapons, money, energy, security, communities, human capital, cultural sovereignty and heroes policy. However, the full plan with addendums will be presented only in December.

The clause on unity refers to the absence of elections in wartime. Zelenskyy said that "no one in the world demands this" from Ukraine. First, a just peace must be achieved, and then "fair elections" will be held in the country.

The second point about the front involves a change in approaches to management in the army. In particular, the post of military ombudsman will be introduced in Ukraine, and the military leadership must present a new system of contracts for citizens who have not reached the age of mobilization.

So people who cannot yet be mobilized by law will be able to express themselves. Their contracts will have a motivational component. Meanwhile, Ukraine will not lower the age for conscription for mobilization, the president asserted.

In addition, Zelenskyy emphasized that Ukraine "does not trade" security or sovereignty and will not give up rights to its entire territory. He suggested that Ukraine may have to "outlive someone in Moscow" in order to achieve the restoration of territorial integrity.

As for weapons, Zelenskyy's plan stipulates that Ukraine will produce at least 30,000 long-range drones next year. Drones should compensate for the lack of artillery in the Ukrainian army.

In addition, Zelenskyy set the task of producing 3,000 cruise missiles, and also promised to increase direct funding of military brigades. Within this clause, he also proposes to introduce the Technology Staff format.

The point about money will be approved with businesses, but in general it refers to the fact that Ukraine should buy from itself what it can produce itself. Also in the context of this item of the plan, Zelenskyy spoke about deshadowization, deregulation, ensuring business security from law enforcement officers, and the "National Cashback" program.

The articles on energy concern the protection of energy facilities, and the responsibility for ensuring this protection is "personal", the president said. According to him, for this purpose, Ukraine will implement the corresponding "passports of sustainability" of the regions by the end of the year.

Security in Zelenskyy's plan involves modernization of shelter standards, strengthening of security in all state institutions, in particular schools (installation of metal detector frames at the entrance), and strengthening of the border.

The point "community" refers to tax conditions for front-line territories, and human capital – the creation of the National Standard for Barrier-Free Environment, the institution of multiple citizenships and the creation of the Ministry of Unification. By the end of the year, the candidate for the minister should be presented.

In addition, Zelenskyy announced the reboot of the diplomatic service — by the end of the year, he promised to carry out replacements in the G7 countries and to fill all vacancies of ambassadors.

In the section on culture, the president proposes to initiate the creation of a "cultural Ramstein" and to promote the creation of Ukrainian studies departments in foreign universities.

The last item of the plan, dedicated to the heroes policy, proposes to attract veterans to the civil service, to create rehabilitation departments for the Ukrainian military and at least 80 veteran spaces in every community by 2025, and to train 11,000 specialists to accompany veterans next year. The point also offers to provide war veterans with apartments.
