Laws on state budget and taxes, attack on energy system: November 28 highlights
President Volodymyr Zelenskyy signed several laws, including the 2025 state budget. Russian troops massively attacked the Ukrainian grid, leaving thousands of people without electricity. The authorities of Georgia have given up negotiations on joining the EU until 2028. We collected the main points for November 28.
A massive attack on the power system
From the evening of November 27 and throughout the night, Russian troops massively attacked Ukraine with missiles and kamikaze drones. Explosions rang out in a number of cities, power workers introduced emergency power outages.
During the Russian attack, 12 hits were recorded, most of them at objects of the fuel and energy sector.
In total, the aggressor state launched 188 means of air attack over Ukraine — 91 missiles and 97 drones. In particular, the civilian infrastructure was attacked with Kalibr missiles with cluster munitions.
Zelenskyy signed the laws on the state budget, taxes and AWOL
President of Ukraine Volodymyr Zelenskyy signed three bills into law, namely:
- on the state budget for 2025;
- increasing taxes;
- on voluntary return to service for those who voluntarily left military units (AWOL) or deserted for the first time.
Norway will provide over $3 billion in aid to Ukraine in 2025
Norway has decided to continue supporting Ukraine until 2030. In particular, the country will allocate at least NOK 35 billion (about $3.16 billion) next year.
In addition, the country agreed to assume half of the responsibility for the protection of Poland's Rzeszów–Jasionka airport, which has become the main transport hub of NATO countries for military aid to Ukraine.
Russians shot Ukrainian prisoners of war in Zaporizhzhia and Donetsk oblasts
On November 24, Russian troops shot five Ukrainian prisoners of war near Novodarivka in Zaporizhzhia Oblast. And on November 22, the Russians executed four Ukrainian soldiers near the village of Petrivka, Donetsk Oblast.
The authorities of Georgia abandoned the negotiations on joining the EU: people took to the streets to protest
Prime Minister of Georgia Irakli Kobakhidze announced that the country has decided to withdraw from negotiations on joining the European Union until 2028, as well as from any budget grants from the EU.
After that, rallies began in the cities of Georgia, in particular in Tbilisi and Batumi.
hromadske journalists came under fire
Journalist Ksyusha Savoskina and videographer Oleksiy Nikulin from hromadske came under drone attack near Kupyansk when filming a story about the evacuation of horses from an abandoned farm.
Shortly after the volunteers began working with the animals, a drone flew in and hit one of the cars, which burned to the ground. Later, the Russians struck another blow nearby.
Everyone survived, however, our journalists lost their filming lenses and also got out of the village on foot.
Other news
- The government said that approximately 24,000 120 mm mortar shells from a Ukrainian manufacturer are subject to return. But this is allegedly less than 1% of the products produced this year.
- Ukraine and the EU signed a Memorandum of Understanding, necessary to receive 18.1 billion euros of aid.
- Russian President Vladimir Putin threatened to attack Ukraine with Oreshnik missiles, but insists that these are "forced retaliatory actions."
- The Netherlands handed over three Patriot anti-aircraft missile system launchers to Ukraine.
- The High Anti-Corruption Court extended the detention of Tetiana Krupa, head of the Khmelnytskyi Oblast medical and social expert commission. At the same time, her bail amount was reduced from 300 to 280 million hryvnias ($6.7 million).
