Putin sets US arms cutoff as prerequisite for Ukraine ceasefire deal – Bloomberg

During a visit by U.S. special envoy Steve Witkoff to Moscow, Russian President Vladimir Putin conditioned Russia’s agreement to a ceasefire with Ukraine on the U.S. stopping its weapons deliveries to Kyiv, according to Bloomberg, citing a senior European official and three Moscow sources familiar with Russia’s stance.

Putin reportedly seeks a complete end to all aid to Ukraine, though his minimum goal is halting American support as a prerequisite for signing a truce.

Witkoff arrived in Moscow on March 13 and met with Putin to discuss the conflict. Some media reported he waited eight hours for the meeting, a claim President Donald Trump later dismissed, calling its authors “sick degenerates.”

The visit followed a meeting in Saudi Arabia where Ukraine’s delegation, alongside U.S. Secretary of State Marco Rubio and National Security Adviser Mike Waltz, endorsed a temporary ceasefire proposal.

On the same day, Putin publicly stated Moscow was open to ceasefire proposals but stressed unresolved issues remained.

After the Moscow talks, Witkoff returned to brief Trump on next steps.
