The Polish news portal Onet published what it claimed were U.S. proposals to Russia for ending the war in Ukraine, involving a ceasefire and de facto recognition of Russian territorial gains, according to a report that cited no sources.

The alleged U.S. proposals included:

  • A ceasefire agreement rather than a full peace deal.
  • De facto recognition of Russia’s occupation of Ukrainian territories by postponing the issue for 49 or 99 years.
  • Lifting most sanctions on Russia.
  • Resumption of energy cooperation, including imports of Russian gas and oil.

The proposals reportedly did not include promises to halt NATO expansion or stop military aid to Ukraine, terms Russia appeared to accept.

Dmytro Lytvyn, communications advisor to Ukrainian President Volodymyr Zelenskyy, refuted Onet’s claims.

“It’s doubtful that [Steve] Witkoff or [Yuri] Ushakov had time to speak with this outlet. Nothing like that was mentioned during yesterday’s leaders’ call, and Witkoff didn’t say such things; he discussed other matters,” Lytvyn wrote.

Previously, U.S. special envoy Steve Witkoff held a three-hour meeting with Russian President Vladimir Putin in Moscow. Putin’s aide Yuri Ushakov called the talks “useful and constructive.”

U.S. President Donald Trump stated that Witkoff achieved “great progress” during the meeting.

In a subsequent call with Zelenskyy, Trump announced plans to meet Putin the following week.
