Ukraine intensified attacks on Russian energy infrastructure in December, carrying out at least 24 strikes on oil refineries, tankers and other targets at sea as well as pipeline infrastructure, Bloomberg reported, based on an analysis of public statements from Ukraine and Russia.

This month, Ukrainian forces inflicted the highest number of strikes on Russian facilities and the widest range of targets since the full-scale war began.

After this analysis was published, another drone attack occurred in Russia: overnight into Wednesday, fires broke out at the Tuapse oil refinery and a port pier.

The outlet said these attacks increase pressure on Russian exports, already strained by international sanctions against leading Russian oil producers. Though Moscow still supplies significant crude volumes, revenues are declining. Russia expects oil and gas income this year to fall to 23% of budget revenues — a record low.

Kyiv stepped up attacks on maritime infrastructure, including repeated strikes on Lukoil oil and gas fields in the Caspian Sea. Black Sea ports of Taman and Rostov were also hit this month, igniting several tankers.

Inland strikes on Russian fuel plants continued. According to Ukraine's General Staff, just days ago Storm Shadow cruise missiles hit the Novoshakhtinsk oil products plant.

Meanwhile, Russia regularly strikes Ukrainian energy and civilian targets, leaving thousands without power, water and heat in winter. These attacks persist despite diplomatic activity as U.S. President Donald Trump pushes for a war settlement.
