Ukraine to create Starlink ‘white list’ via ASCs, Diia and DELTA system

Ukraine will implement a “white list” of authorized Starlink terminals so only verified devices can operate in the country, with registration available free at administrative service centers, through the Diia portal for businesses and via the secure DELTA system for military users, Defense Minister Mykhailo Fedorov said.

The government adopted a resolution creating the white list in response to Russian forces increasingly using Starlink on strike drones to bypass Ukrainian electronic warfare systems and improve attack accuracy.

Fedorov said the registration process will be “as simple as possible.” Civilians can register at any Center for Administrative Service Provision (TsNAP), businesses through Diia, and military personnel via a protected channel in the DELTA situational awareness system.

“You don’t need to put your terminal on a military unit’s books or hand over account details — just add it to the white list to prevent blocking,” Fedorov explained.

Starlink restrictions for Russia

Media reports have documented Russian troops mounting Starlink terminals on attack drones, including Shaheds, to overcome Ukrainian electronic jamming.

Adviser to the defense minister Serhii (Flash) Beskrestnov said Shaheds using online control via Starlink struck a passenger train in Kharkiv Oblast.

Following those reports, Fedorov said his ministry contacted SpaceX and proposed solutions to the problem. Beskrestnov later stated that SpaceX had begun imposing restrictions on Starlink use in UAVs.
