Governors Vyacheslav Gladkov of Russia’s Belgorod Oblast and Alexander Bogomaz of Bryansk Oblast reported serious damage to energy infrastructure from Ukrainian strikes, leaving parts of Belgorod and Bryansk without electricity and heating.

Gladkov described a “massive attack by the Ukrainian Armed Forces” targeting Belgorod and its surroundings, stating that energy facilities sustained “serious damage.”

"Preliminary reports indicate that serious damage has been caused to energy infrastructure facilities. Emergency and operational services are assessing the extent of the damage," he wrote.

Local Telegram channel Pepel-Belgorod reported explosions near the city’s thermal power plant and the Frunzenskaya substation.

In Bryansk Oblast, Bogomaz confirmed that attacks on energy sites caused outages in five municipalities and parts of Bryansk city itself.

As of 7:06 p.m. local time, he claimed air defenses had downed 170 drones over the region. Telegram channels reported strikes specifically on a substation in Bryansk.
