Ukraine receives all promised French arms production licenses, Zelenskyy says

Ukraine has received all the weapons production licenses previously promised by France, President Volodymyr Zelenskyy announced following talks with French President Emmanuel Macron on October 15.

France had previously pledged to provide Ukraine with licenses to manufacture Aster-30 air defense missiles used by SAMP/T systems, AASM Hammer precision-guided bombs and SCALP cruise missiles.

"All the weapons production licenses that France promised Ukraine have already been received," Zelenskyy said, adding that Ukrainian and French teams must now move quickly to implement the agreements.

The two leaders also discussed additional French military assistance, with new packages aimed at strengthening Ukraine's aviation expected later in October.

Another priority is accelerating work on FREYJA, a new European anti-ballistic missile defense system that Zelenskyy said should become operational by the end of the year.

The meeting took place as Russia continued striking Ukrainian energy infrastructure, including a drone attack that left the western city of Lutsk without electricity.

Zelenskyy accused Moscow of disregarding a U.S. proposal to halt attacks on energy facilities and exploiting disruptions to Starlink satellite communications to inflict further damage on Ukraine's civilian infrastructure.

He thanked Macron for France's support in responding to Russia's escalating attacks.
