US Senate Democrats seek Starshield, Russian diesel records ahead of Trump administration probes - CNN

Democrats on the US Senate Foreign Relations Committee have sent letters demanding the preservation of records related to restrictions on Ukraine's Starshield satellite communications service and transactions involving Russian diesel fuel, CNN reported on November 4, citing a Democratic Senate aide.

The letters are intended to preserve potential evidence ahead of investigations Democrats are expected to pursue after taking control of Congress in January 2027.

According to CNN, one of the letters was sent to SpaceX chief executive Elon Musk concerning the slowdown of Starshield services in Ukraine.

Similar requests were sent to ports, banks and private companies involved in a deal involving Russian diesel fuel.

The aide described document preservation requests as a standard committee procedure intended to ensure that relevant records remain available for potential investigations.

The letters do not establish wrongdoing by their recipients.

Starshield restrictions in Ukraine

On October 14, Ukraine's Defense Ministry reported that SpaceX had introduced restrictions affecting Ukrainian military Starshield terminals without prior warning.

The restrictions affected the military version of the Starlink satellite communications system, which Ukrainian forces rely on for battlefield connectivity.

The White House denied that the Trump administration had ordered the restrictions, attributing the disruption to a technical problem.

Musk subsequently said that Starshield was owned and controlled by the US government.

On October 15, Ukraine's Defense Ministry reported that Starshield services had begun recovering while officials continued investigating the cause of the restrictions.

Congressional oversight after the midterms

Democrats won majorities in both chambers of Congress in the November 3 midterm elections, setting the stage for increased scrutiny of President Donald Trump's administration.

According to CNN, Democrats are preparing extensive oversight efforts examining the administration's actions over the past two years.

Senator Chris Coons is expected to chair the Senate Foreign Relations Committee when the new Congress convenes, replacing retiring ranking member Jeanne Shaheen.

The document preservation letters represent a preparatory step rather than the formal findings of an investigation.
