Ukraine receives 3.5 billion euros from EU under Ukraine Facility program

The European Union transferred 3.5 billion euros to Ukraine under the Ukraine Facility program, as reported by the Ministry of Economy.

This is the first tranche of financial support that Ukraine received in 2025.

Of this amount, 3.1 billion euros are provided as soft loans, and another 400 million euros are grant funds.

"This is significant support from our European partners and confirmation of the correct course of reforms... We will continue to implement the necessary changes within the framework of the Ukraine Facility program to harmonize with European standards and integrate Ukraine into the EU economic space," said the Minister of Economy of Ukraine Yulia Svyrydenko.

In total, 19.6 billion euros have already been allocated to the state budget of Ukraine under this program. These funds are directed to priority needs in the social and humanitarian spheres.

In 2025, the Ukraine Facility provides about 12.5 billion euros in financial support for Ukraine, of which 1.5 billion euros is in the form of a grant.

What is the Ukraine Facility?

The Ukraine Facility is a multi-year financial assistance program for Ukraine from the EU. It provides for the provision of 50 billion euros over 2024-2027 in the form of soft loans (33 billion euros) and grants (17 billion euros).

It was agreed that the funds would be provided quarterly, based on the results of the implementation of the indicators of the Ukraine Facility Plan. These include European approaches to public administration reform, the fight against corruption, economic and sectoral reforms in various industries: from energy to agriculture. In addition, the document spells out "cross-cutting areas", such as the "green" transition, digitalization and European integration.

Of the total amount, 39 billion euros will be directed to the state budget to strengthen macro-financial stability. The rest is a special investment instrument to cover risks in priority sectors, cover interest on loans, etc.
