Parliamentary committee backs US-Ukraine mining deal with border clarity amendment

The Verkhovna Rada’s Foreign Policy Committee recommended ratifying a US-Ukraine minerals agreement, proposing a clause affirming Ukraine’s full territorial borders, MPs Iryna Gerashchenko and Yaroslav Zheleznyak said on Tuesday.

Eleven committee members voted to endorse the ratification, with one abstaining.

The proposed amendment to the preamble specifies that the agreement applies to all of Ukraine’s internationally recognized territory, including its territorial sea, deoccupied Crimea, Sevastopol, and parts of Donetsk, Zaporizhzhia, Luhansk, and Kherson oblasts.

Gerashchenko and Maria Ionova of European Solidarity abstained, with Gerashchenko noting their faction’s final vote depends on government clarifications about the agreement’s terms.

President Volodymyr Zelenskyy expressed hope for Rada’s approval but anticipated resistance from some parties, suggesting the US revoke visas for MPs “opposing critical security issues”.

Signed on April 30 by Ukraine’s Economy Minister Yulia Svyrydenko and US Treasury Secretary Scott Bessent, the deal establishes a Reconstruction Investment Fund focused on mineral extraction.

Prime Minister Denys Shmyhal outlined five principles: equal 50/50 governance, Ukraine’s full control over its subsoil and resources, no debt obligations, commercial “take or pay” contracts, and compatibility with Ukraine’s EU membership path.
