Dnipropetrovsk and Zaporizhzhia oblasts largely blacked out after Russian strike – Energy Ministry

Russian troops carried out another strike on Ukraine’s energy infrastructure on Wednesday evening, according to the Energy Ministry. As a result, the Dnipropetrovsk and Zaporizhzhia oblasts are almost completely without electricity.

Critical infrastructure facilities are currently operating on backup generators.

Damage assessment and restoration work will begin as soon as the security situation allows, the ministry stated.

Zaporizhzhia Oblast

Zaporizhzhia Regional Military Administration head Ivan Fedorov said water supply systems and hospitals are running on generators. In Zaporizhzhia city, 120 “Points of Invincibility” have already begun operating.

Due to the widespread blackout, mobile communication across the region is functioning in emergency mode.

According to Fedorov, all base stations have been switched to battery power, which should last approximately until 8 a.m. Mobile operators, together with local authorities, are deploying additional generators to maintain service. Residents are asked to limit non-essential use of mobile networks.

Fedorov later warned that air-raid sirens are inaudible in the region due to the power outage. In case of danger, the Zaporizhzhia regional patrol police will inform residents using loudspeakers.

At 12:15 a.m., Fedorov reported that water supply is gradually being restored in Zaporizhzhia city, with nearly all districts now receiving water.

Dnipropetrovsk Oblast

The DTEK energy company reported that emergency power cuts have been introduced across Dnipropetrovsk Oblast due to the Russian attack.

Dnipropetrovsk Oblast Council head Mykola Lukashuk said there are currently no forecasts for when electricity supply will be restored. He advised residents to stock up on water.

Lukashuk also warned of possible disruptions to mobile communications.

Train operations

Ukrainian Railways stated that all trains in the Dnipropetrovsk and Zaporizhzhia oblasts are switching to backup diesel locomotives. Railway stations are also powered by generators.

The following trains are departing with delays under diesel power:

• 734 Kyiv — Dnipro

• 37 Zaporizhzhia — Kyiv

• 119 Dnipro — Kholm

• 79 Dnipro — Lviv
