Estonia is learning cybersecurity from Ukraine 'every minute,' minister tells hromadske

Estonia is drawing on Ukraine's experience defending against Russian cyberattacks to strengthen its own digital infrastructure, Estonian Minister of Justice and Digital Affairs Liisa-Ly Pakosta told hromadske.

"The most valuable area of cooperation is cybersecurity. What your specialists are doing on the ground is simply incredible. I would say we are learning from you not just every hour, but every minute," Pakosta said.

She described the deep trust established between Estonian and Ukrainian cybersecurity specialists as particularly valuable.

Estonia has already revised requirements for its cloud architecture and updated its cross-border digital services based on lessons learned from Ukraine, according to the minister.

Pakosta described Ukraine as both the "best and worst example of scaling": Ukrainian developers successfully adopted numerous foundational Estonian digital solutions, then had to test their resilience under the extreme conditions of Russia's full-scale invasion.

"You have built new layers of innovation on top of our services, and now we are learning from you," she said. "We learn from each other's mistakes, but we also adopt what has worked."

The minister credited Ukraine's progress to its specialists, whose drive to deliver results and innovate has been intensified by the demands of wartime.

Her remarks illustrate how digital cooperation between the two countries has evolved from Ukraine adopting Estonian solutions to both countries exchanging practical experience in protecting and developing digital systems.
