Witkoff to present Putin with updated peace proposal after talks with Zelenskyy - Axios

US envoy Steve Witkoff is expected to meet Russian President Vladimir Putin in St. Petersburg on October 21 to present an updated proposal for ending Russia's war against Ukraine, Axios reported, citing a US official.

The visit follows October 20 talks in Oslo involving Ukrainian President Volodymyr Zelenskyy, US representatives, European leaders and officials from NATO and the European Union.

According to Axios, Ukraine presented new ideas for ending the war, which were discussed as part of efforts to develop a common framework agreement.

A US official described the discussions as making "meaningful progress" and said the participants had reached "strong alignment at the working level" on the next steps.

President Donald Trump's son-in-law and adviser Jared Kushner, who joined the Oslo talks remotely, again pressed Ukraine to stop striking Russian oil refineries, a source familiar with the discussions told Axios.

"Jared was very direct," the source said.

Zelenskyy reiterated that Ukraine was prepared to halt strikes on Russian refineries if Moscow took reciprocal steps.

Kushner is also expected to participate remotely in Witkoff's meeting with Putin.

The White House hopes the new proposal will open the way for direct negotiations involving Ukraine, Russia and the United States. Zelenskyy has called for a trilateral meeting with Putin and Trump, a format Moscow has so far rejected.

The diplomatic push comes after Washington agreed to ease restrictions on Russian diesel sales, a move welcomed by Moscow.

Trump said on October 20 that he believed Russia wanted to reach an agreement but questioned Zelenskyy's willingness to end the war, warning of serious consequences if no deal was reached.
