Ukraine's parliament approves Svyrydenko’s new Cabinet lineup

The Verkhovna Rada voted to form a new Cabinet of Ministers, with most appointees having served in the previous government, according to government broadcasts.

The decision was supported by 253 parliamentarians, including 194 from the Servant of the People faction. 13 lawmakers voted against, 23 abstained, and no votes came from European Solidarity or Batkivshchyna factions.

During the presentation of the new government, Prime Minister Yulia Svyrydenko told parliament that many members of her team are already well-known.

“This is a team of professional, dedicated people ready to take responsibility and continue working in the government,” she said.

In the new government, Fedorov retained his position as Minister of Digital Transformation, and at the same time became First Deputy Prime Minister, replacing Yulia Svyrydenko.

Since May 2019, he has been a freelance advisor to the President of Ukraine on digital issues. In the same year, Fedorov was elected a member of parliament, but soon he moved to the government as Deputy Prime Minister - Minister of Digital Transformation.

Known as the initiator of the electronic public services service Diia and the youngest minister in Ukrainian politics.

Oleksiy Kuleba became Deputy Prime Minister - Minister of Infrastructure and Territorial Development.

He joined the Cabinet of Ministers only last year during the September "great reset" and took up the position of Deputy Prime Minister for Reconstruction - Minister for Communities and Territories Development.

Before that, Kuleba was the head of the Kyiv Oblast State Administration, in this position he faced a full-scale Russian invasion, and after that he moved to the Office of the President, where he became deputy to its head, Andriy Yermak.

The position of Deputy Prime Minister for European and Euro-Atlantic Integration was transferred to Taras Kachka from Olga Stefanishyna.

He is a well-known lawyer and economist, one of the main architects of the Association Agreement between Ukraine and the EU. Since 2019, the government official has been the Deputy Minister of Economic Development, Trade and Agriculture of Ukraine. In the same year, he became the Trade Representative of Ukraine.

The former Prime Minister is now the Minister of Defense, replacing Rustem Umerov.

He became the record holder for the longest tenure among all heads of government — having been prime minister for over 5 years — since March 4, 2020.

Before his political career, he worked at various enterprises, later joining the Lviv Regional State Administration. Since 2019, Shmyhal has headed the Ivano-Frankivsk Regional State Administration, and soon became Deputy Prime Minister - Minister for Communities and Territories Development.

From now on, Galushchenko will hold the position of Minister of Justice. From April 2021 until this appointment, he was Minister of Energy.

Before that, he worked in the Lviv Prosecutor's Office, in the Ministry of Foreign Affairs of Ukraine, was a representative of Ukraine in the Council of Europe Group of States against Corruption. He was also the deputy head of the department of the Secretariat (Administration) of the President of Ukraine and the director of the judicial work department of the Ministry of Justice of Ukraine.

Galushchenko also worked at the state NPP operator Energoatom, in particular, before his first ministerial position, he was the company's vice president.

Hrynchuk headed the Ministry of Energy, leaving the post of Minister of Environmental Protection and Natural Resources.

She has headed that department since September 2024 and coordinated work on climate change, European integration, sustainable development, energy efficiency, and climate finance.

Before that, the politician worked in the government for years, joining the Secretariat of the Cabinet of Ministers in 2015. Since then, Hrynchuk has been, in particular, the head of the department for climate change and ozone layer protection of the Ministry of Environmental Protection, an advisor to the Prime Minister and the Minister of Finance on a voluntary basis, and also a deputy to two ministers - environmental protection and energy.

Denys Uliutin headed the new Ministry of Social Policy, Family and Unity of Ukraine.

Since 2020, he has been the First Deputy Minister of Finance.

In total, he has over 20 years of work experience and is a 3rd rank civil servant. He began his career as the Chief State Tax Inspector of the State Tax Administration of Ukraine. He also worked in The Prime Minister's Office, the patronage service of the Minister of Finance, and the Secretariat of the Cabinet of Ministers.

Soboliev took on the newly created position of Minister of Economic Resources of Ukraine.

He has significant experience in the investment and financial sectors, and has been First Deputy Minister of Economy since July 2024.

Before the Ministry of Economy, he was an advisor to the Minister of Infrastructure and coordinated projects to increase transparency of activities, open data, and improve corporate governance of state-owned enterprises.

And also - he managed the Prozorro.Sale project at the anti-corruption organization Transparency International Ukraine and headed Prozorro.Sale.

Who was reassigned:

  • Andrii Sybiha as Minister of Foreign Affairs;
  • Natalia Kalmykova as Minister of Veterans Affairs;
  • Ihor Klymenko as Minister of Internal Affairs;
  • Oksen Lisovyi as Minister of Education and Science;
  • Viktor Lyashko as Minister of Health;
  • Sergii Marchenko as Minister of Finance;
  • Matviy Bidnyi as Minister of Youth and Sports.

At the same time, the Verkhovna Rada has not yet appointed a Minister of Culture. In Shmyhal's government last year, diplomat Mykola Tochytskyi took this position, now, according to the procedure, First Deputy Minister Halyna Hryhorenko has become the temporary acting head of the Ministry of Culture, public broadcaster Suspilne reports.

In addition to the Ministry of Culture, the politician held the position Head of the State Agency of Ukraine for the Arts. Before that, in 2017, she became a co-founder of the public organization Open Opera Ukraine, which is engaged in artistic and educational projects in the field of baroque music of the 17th and 18th centuries.
