Tsyvinskyi appointed to lead Ukraine’s Economic Security Bureau

The Cabinet of Ministers appointed Oleksandr Tsyvinskyi as head of the Economic Security Bureau, as announced by Prime Minister Yulia Svyridenko.

Svyrydenko stated that after the selection committee’s decision, thorough checks, and a polygraph test, there were “no objections to his candidacy.”

She emphasized that the government expects the ESBU to strengthen its operations, enhance institutional integrity, and build “significant trust” with Ukrainian businesses.

“It’s crucial that economic relations in Ukraine are not distorted by illicit schemes and that businesses can rely on the state’s respect,” Svyrydenko added.

Background

Tsyvinskyi won the ESBU director competition with unanimous support from international commission members.

A current National Anti-Corruption Bureau (NABU) detective, he previously led operations exposing corruption schemes in Kyiv.

Although his candidacy was initially submitted to the Cabinet, it was effectively rejected due to security concerns raised by the Security Service of Ukraine (SBU).

Media reports noted Tsyvinskyi has relatives with Russian citizenship, though he clarified his father, who holds a Russian passport, left the family when Tsyvinskyi was young, and they have no contact.

Following public outcry from over 50 civil society organizations and businesses, the government reconsidered its decision, leading to his appointment.s
