A massive attack on Ukraine, preparations for a counteroffensive, and agricultural exports: highlights of April 28

Russian troops launched a massive attack on Ukraine in the morning, killing dozens of people, including children. Preparations for a counteroffensive by the Ukrainian Armed Forces are in the final stages. The European Commission has reached a compromise on imports of agricultural products from Ukraine. Massive attack on Ukraine
In the morning, the Russians launched a massive missile attack on Ukraine. During the day, on April 28, Russian troops launched 23 Kh-101 and Kh-555 cruise missiles at Ukraine, 21 of which were destroyed by the Defense Forces. The occupiers also carried out 28 air strikes and 11 MLRS attacks.
The cities of Uman in Cherkasy Oblast, Dnipro, and Ukrainka in Kyiv Oblast suffered from Russian missile terror. In the afternoon, the Russians shelled the border of Chernihiv Oblast with guided aerial bombs.
The attack on Dnipro killed a 31-year-old woman and her 2-year-old child. Three citizens were injured, and two of them were hospitalized.
A multi-story building in Ukrainka, Kyiv Oblast, was damaged by the fall of Russian missile fragments. A 13-year-old girl was injured and taken to the hospital.
In Uman, 23 people, including four children, have already been killed as a result of a Russian strike. The number of victims was constantly increasing.
A residential building and a warehouse were hit by cruise missiles in Uman. The first entrance of the residential building was destroyed. According to preliminary information, 110 people were registered there. Out of 46 apartments, 27 were completely destroyed.
The search and rescue operation is ongoing. A headquarters to eliminate the consequences of the shelling and aid stations have been deployed at the site.
Preparations for a counteroffensive
Ukraine's Defense Minister Oleksii Reznikov has said that preparations for the Ukrainian Armed Forces' counteroffensive are in the final stages. The equipment promised to Ukraine has been prepared and partially delivered. There is also equipment that is used to complete training programs, and the crews will arrive with it when the time and place is determined.
“In a global sense, we are ready in a high percentage mode. The next step is up to the General Staff and the commands [...] As soon as it is God's will, the weather, and the commanders' decision, we will do it,” Reznikov said.
Ukraine's first trial on ecocide
In Ukraine, for the first time since independence, an indictment on ecocide was sent to court.
Law enforcement agencies received numerous complaints about the massive death of flora and fauna in the river, which is a tributary of the Sluch River. The water body is located within the Khmelnytskyi and Zhytomyr Oblasts.
Two employees of a company in Khmelnytskyi Oblast that manufactures cardboard and paper products are accused of poisoning water resources with industrial discharges.
Russia must pay €129 million to victims of the invasion of Georgia
The European Court of Human Rights has ordered Russia to pay Georgia €129 million for human rights violations in the occupied territories following the Russian invasion in 2008.
The Grand Chamber of the ECHR unanimously ruled that it had jurisdiction to consider the Georgian government's application for compensation from Russia, even though Russia had withdrawn from Council of Europe treaties and refused to cooperate.
Export of agricultural products from Ukraine
The European Commission has reached a compromise with Bulgaria, Hungary, Poland, Romania and Slovakia on imports of agricultural products from Ukraine. The key elements of the agreement agreed with Ukraine include:
- withdrawal of unilateral measures of Poland, Slovakia, Bulgaria, and Hungary;
- exceptional protection measures for 4 products: wheat, corn, rapeseed, and sunflower seeds;
- support package worth EUR 100 million for affected farmers in 5 EU member states;
- investigations into some other products, including sunflower oil;
- working to ensure exports to other countries through "solidarity routes".
Other news:
- The Office of the Prosecutor General of Ukraine is aware of 73 murders of captured Ukrainian soldiers by Russians;
