Signing of laws on military, exposure of former advisor to Presidential Office: April 2 highlights

President Volodymyr Zelenskyy signed several laws related to the military. The government allowed male students to travel abroad for study or internships. Law enforcement officers exposed an organized group led by a former adviser to the Office of the President of Ukraine that seized Ukrzaliznytsia's money. We have collected the main news for April 2.
Laws on the military
President Volodymyr Zelenskyy signed a law reducing the age limit for citizens to be registered with the military from 27 to 25. Parliament passed the law back in 2023.
He also signed a law creating a unified electronic register of persons liable for military service linked to the unified voter register. Earlier, the Ministry of Defense stated that the decision would unlock the digitalization of the Ukrainian army.
In addition, the new laws include one that abolishes the status of "limitedly fit." Men of conscription age with such a conclusion must undergo a new military medical examination.
Exposure of a scheme involving a former advisor to the Presidential Office
Law enforcement officers announced the exposure of an organized group headed by a former advisor to the Office of the President of Ukraine, whose activities led to the misappropriation of UAH 94.8 million ($2.4 million) of Ukrzaliznytsia funds during the purchase of transformers.
Investigators do not disclose the names of the defendants, including the former advisor to the Presidential Office. According to MP Oleksiy Honcharenko, it is Artem Shyl.
Attack on plants in Russia
Ukrainian intelligence attacked a factory in the Russian Republic of Tatarstan that assembles Shahed attack drones.
In addition, the attack on the TANECO oil refinery complex in Nizhnekamsk, Tatarstan, was a joint operation of the Security Service of Ukraine and the Main Intelligence Directorate of the Ministry of Defense of Ukraine. The plant processed 2.6% of Russian oil.
Some male students now allowed to travel abroad
The Cabinet of Ministers has adopted a decision that made academic mobility to foreign higher education institutions available to male students aged 18 to 22.
Those who are studying for a full-time bachelor's degree (or a master's degree in medicine, pharmacy, or veterinary medicine) will be able to go abroad for 1 semester to study or do an internship. However, there are other conditions.
German contribution to the Czech initiative
Germany has announced the allocation of 576 million euros for the purchase of 180,000 shells as part of the Czech initiative on ammunition for Ukraine. It is noted that Germany's share in this initiative is 40%.
In total, the country will allocate more than 1 billion euros for military assistance to Ukraine.
Register of losses
The International Register of Damage for Ukraine has opened the application process for Ukrainians to claim compensation for losses, damage, and losses caused by Russia's aggression as of April 2.
During the first hour of its operation, the Register has already received applications from 18 Ukrainians. They can be submitted to RD4U through the Ukrainian digital system Diia.
